Before becoming a politician, James C. Taylor served in the United States Army during the Korean War. After his military service, he worked for the Chicago Department of Sanitation. He also supervised work on the Stevenson Expressway, a major road.

Taylor then began his career in politics. He was a member of the Illinois House of Representatives from 1969 to 1981. He returned to the House from 1983 to 1985. In between these times, he also served in the Illinois Senate from 1981 to 1983. In these roles, he helped make laws and decisions for the state of Illinois.

James C. Taylor passed away on March 18, 1999. He died from a heart attack at Ingalls Hospital in Harvey, Illinois. He is remembered for his long career serving the public.
