José Serrano Salgado (born on November 19, 1970) is a politician from Ecuador. He has held several important jobs in the country's government. For example, he was the President of the National Assembly from 2017 to 2018. He also served as the Minister of the Interior.

Early Life and Education
José Serrano was born in the city of Cuenca. He studied hard to prepare for his career in government. Serrano earned a doctorate degree in law from the University of Azuay.
He also has a master's degree in Social Intervention from the University of La Rioja. Additionally, he studied Project Management at the Universidad San Francisco de Quito. His education helped him understand laws and how to manage large projects for the country.
Political Career
José Serrano has had a long career working for the government of Ecuador. He has worked with different presidents and held many important roles, called cabinet posts. A cabinet is a group of top advisors to the president.
First Government Roles
Serrano's first major job was as Minister of Labour and Employment in 2005 under President Alfredo Palacio. In this role, he helped update the country's laws about work. He worked with employees, employers, and the government to agree on the new rules.
Later, under President Rafael Correa, Serrano worked in the Ministry of Mines and Petroleum. He then became the Secretary of Transparent Management. In this job, he worked to fight corruption. He helped create a plan with other nearby countries in the Andean Community of Nations to work together on this issue.
Minister of Justice and Interior
From 2010 to 2011, Serrano was the Minister of Justice, Human Rights and Religious Affairs. After that, he became the Minister of the Interior, a job he held from 2011 to 2016. As Minister of the Interior, he was in charge of the country's police and internal security. During his time in this role, Ecuador became a much safer country.
He also worked to improve the national police force. He focused on making it a community-based organization that respects human rights.
President of the National Assembly
In 2016, Serrano decided to run for a seat in the 2017 Ecuadorian general election. He was very popular and received the most votes of any candidate nationwide.
Because of this success, he was elected President of the National Assembly in May 2017. The National Assembly is like the country's parliament, where laws are made. He left this position in March 2018.
Recent Activities
Serrano has also worked as a human rights activist. He was invited to work as a junior lawyer at the Inter-American Court of Human Rights.
In July 2024, he announced he would run for President of Ecuador in the 2025 general election. However, he ended his campaign a month later for personal reasons.
Awards and Recognition
José Serrano has received several awards for his work.
- The government of Ecuador gave him the National Order of Merit for his success in changing the country's labor laws.
- The U.S. Drug Enforcement Agency (DEA) recognized him for his successful efforts to improve safety in Ecuador.
- The city of Quito gave him the "María Verónica Cordovez" award for his great work in keeping the capital city safe.
