José Serrano Salgado (born 19 November 1970) is an Ecuadorian politician. He served as the President of the National Assembly from May 2017 to March 2018. Before that, he was the Minister of the Interior from May 2011 to November 2016. He has also held other important government jobs.

About José Serrano
José Serrano was born on November 19, 1970, in Cuenca, Ecuador. He has spent many years working in public service. As Minister of the Interior, he helped make Ecuador safer. The number of serious crimes went down a lot during his time in office.
He was elected to lead the list of candidates for the National Congress. He received the most votes across the country, with 39% for the Alianza-Pais party. He later became the President of the National Assembly. He left this position in March 2018 after a vote by the National Assembly.
Education and Learning
José Serrano has studied a lot to prepare for his career. He earned a master's degree in Social Intervention in Knowledge Societies from the University of La Rioja. He also has a special degree in Project Management from the Universidad San Francisco de Quito. In addition, he has a doctorate in Law and is qualified to be a lawyer in Ecuador, having studied at the University of Azuay.
His Political Journey
José Serrano began his work in government under President Alfredo Palacio. In June 2005, he became the Minister of Labour and Employment. He worked in this role until August 2006. During this time, he helped change the laws about work. He did this by getting employees, employers, and the parliament to agree.
In December 2006, he briefly served as the Minister of Finance. When Rafael Correa became President, Serrano was made Subsecretary of Mines. He held this job from September 2007 to August 2009.
Fighting Corruption
From November 2009 to April 2010, he worked as the Secretary of Transparent Management. In this role, he started a plan called "Plan Andino" to fight corruption. He worked with Colombia to get this plan approved by the Andean Community of Nations.
Minister of Justice and Human Rights
After this, he became the Minister of Justice, Human Rights, and Religious Affairs, serving from April 2010 to May 2011. During this time, he worked on laws about the indigenous justice system. He aimed to clarify when traditional indigenous justice could be used, which was a topic of discussion at the time.
Leading the Interior Ministry
On May 13, 2011, President Correa chose him to be the Minister of the Interior. In this role, he was known for making big changes to the police force. He helped make the police more focused on human rights and improved the lives of police officers.
In November 2013, he temporarily took over as Minister of Justice, Human Rights, and Religious Affairs again when the previous minister resigned.
Becoming Assembly President
On November 15, 2016, José Serrano left his job as Minister of the Interior. He decided to run as the main candidate for the PAIS Alliance in the 2017 Ecuadorian general election. He was replaced by Diego Fuentes. In February 2014, he won the elections and became a member of the National Assembly with the most votes. On May 14, 2017, he was chosen to be the President of the National Assembly. He served in this role until March 9, 2018, when the Assembly voted for him to leave the position.
José Serrano has also been invited by the Inter-American Court of Human Rights to work as a junior lawyer, showing his dedication to human rights. In July 2024, he considered running for President of Ecuador in the 2025 Ecuadorian general election, but he later decided not to continue his campaign.
Awards and Honors
José Serrano has received several awards for his work:
- He was given the National Order of Merit, Grand Cross degree, by the Government of Ecuador. This was for his important work in changing the labor laws.
- The city of Quito gave him the "María Verónica Cordovez" award. This was for his excellent work in keeping the city safe for its people.
