Joyce Marie Beatty (born March 12, 1950) is an American politician. She has been a U.S. Representative for Ohio's 3rd congressional district since 2013. From 2021 to 2023, she was the leader of the Congressional Black Caucus.
Beatty is a member of the Democratic Party. Before joining the U.S. House, she served in the Ohio House of Representatives. She represented the 27th district from 1999 to 2008. During that time, she was also the minority leader for a period. She also worked as a senior vice-president at Ohio State University.
In 2012, Beatty ran for the new 3rd congressional district in Ohio. This district is mainly in Columbus. She won the Democratic primary election. She then won the main election against Chris Long. Joyce Beatty was married to Otto Beatty Jr., who was also a state representative in Ohio.

Early Life and Education
Joyce Marie Birdsong was born on March 12, 1950, in Dayton, Ohio. She went to Central State University and earned a degree in speech. Later, she received a master's degree in counseling psychology from Wright State University in 1975. She also studied at the University of Cincinnati.
In 2003, she was given an honorary doctorate degree from Ohio Dominican University. This is a special award for her achievements.

Becoming a State Representative
In 1999, Joyce Beatty's husband, Otto Beatty Jr., left his position as a state representative. Joyce Beatty was then chosen to fill his seat in Ohio's 21st House district. She won her first full term in 2000 with a large majority of the votes. After district boundaries changed, she ran in the new 27th House district. She was reelected in 2002 and 2004. In 2006, she won her fourth term. She could not run again in 2008 because of term limits.
Leading the House Democrats
Joyce Beatty became the minority leader in the Ohio House of Representatives. This happened after Chris Redfern left to lead the Ohio Democratic Party. She was the first woman to lead the Democratic members in the Ohio House.

Running for Congress
2012 Election
In 2012, Joyce Beatty ran for the U.S. House of Representatives. She won the Democratic primary for Ohio's 3rd congressional district. She defeated former congresswoman Mary Jo Kilroy and other candidates. She had support from many political leaders in Ohio.
2020 Election

In 2020, Beatty ran for her fifth term in Congress. She won the Democratic primary election on April 28, 2020. She then won the general election against Republican Mark Richardson with 71% of the votes.
Serving in Congress
Between 2013 and 2020, several bills that Beatty sponsored became law. These laws were usually part of larger bills. She helped secure funding for projects in Dayton and research at Ohio State University.
In 2013, it was reported that Beatty's state pension was high. When combined with her congressional salary, her total government pay was more than the President's.
Beatty supported the efforts to remove Donald Trump from office twice.
On July 15, 2021, Beatty was arrested during a protest. She and other activists were protesting for voting rights. They wanted the Senate to support new voting rights laws. She was arrested for blocking a public area after warnings.
