Julie Anne Payne was born in Los Angeles, California. Her parents were both famous actors. Her father was John Payne, a leading man in films and TV from the 1930s to the 1950s. Her mother was Anne Shirley, who started acting as a child. Anne Shirley became a popular leading lady in the late 1930s and early 1940s. Julie was their only child together. Her parents were married from 1937 to 1943.

Julie Payne began her acting career when she was 18 years old. Her first role was in her father's TV show, The Restless Gun, in 1959. She also appeared in other popular TV shows. These included One Step Beyond, Alfred Hitchcock Presents, and The Tab Hunter Show. She also had a role in Dobie Gillis.

They had a daughter named Katharine Towne, who was born in 1978. Katharine also became an actress. Julie and Robert divorced in 1982. In 1999, Julie reconnected with her high school boyfriend, Steve Luckman. They stayed together until she passed away.
Julie Payne died in June 2019 at the age of 78. She passed away from a lung disease called chronic obstructive pulmonary disease.
