Julien Nkoghe Bekale (born 9 January 1962) is a politician from Gabon. He served as the Prime Minister of Gabon from 2019 to 2020. He was chosen for this important role by President Ali Bongo Ondimba on 12 January 2019. This happened after an attempt to change the government in Gabon.

Julien Nkoghe Bekale's Early Life and Education

Julien Nkoghe Bekale went to school in Libreville, Gabon. He studied at the Lycée d'Etat de l'Estuaire and then the Lycée technique Omar Bongo. He finished high school in 1982. For a short time, he thought about becoming a priest.

Later, he decided to study law at the University Omar Bongo. He wanted to become a lawyer for companies. He earned his Master of Laws degree in 1986. After that, he went to a special school to become a judge. He took an oath to serve as a judge on 7 October 1988.

Becoming a Magistrate and Legal Advisor

Julien Nkoghe Bekale worked as a magistrate for five years. A magistrate is a type of judge or legal official. He was a prosecutor in Franceville for two years. Then, he was a judge in Oyem for one year. After that, he became a deputy prosecutor in Libreville for two years.

In 1993, he became a legal advisor to Paul Biyoghe Mba, who was a government minister. This was an important step in his career. He stayed in this job until 1995. Paul Biyoghe Mba later became his guide in politics. Julien Nkoghe Bekale also continued his studies in France. He studied finance, economics, and business administration. This gave him skills in law, finance, and economics.

Julien Nkoghe Bekale's Political Career

Julien Nkoghe Bekale is a member of the Gabonese Democratic Party. He has held many important jobs in the government under different presidents. These include Ali Bongo Ondimba and Omar Bongo.

Serving as a Government Minister

In 2009, he was the Minister for Oil, Gas, and Hydrocarbons. From 2011 to 2012, he served as the Minister of Transport and Equipment. He then became the Minister of Agriculture, Livestock, Fisheries, and Rural Development from 2012 to 2014.

In 2018, he was appointed Minister for Small and Medium-Sized Enterprises (SMEs) and Handicrafts. His goal was to help small businesses grow. Later in 2018, he became the Minister for Labour and Employment.

Elected as a Deputy

On 12 October 2018, Julien Nkoghe Bekale was elected as a deputy. A deputy is like a representative for a specific area. He represented the Komo Mondah department, which includes his hometown of Ntoum. He won with 58.08% of the votes.

Julien Nkoghe Bekale became the Prime Minister of Gabon on 12 January 2019. After becoming Prime Minister, he announced his new government. He kept most of the previous ministers but named Emmanuel Norbert Tony Ondo Mba as the new energy minister. He made this announcement while in Rabat, Morocco.

He served as Prime Minister until 16 July 2020. He was then replaced by Rose Christiane Raponda.

Key Actions as Prime Minister

During his time as Prime Minister, Julien Nkoghe Bekale supported President Ali Bongo Ondimba's plans. These plans aimed to reduce government spending. They also focused on making Gabon's economy more diverse. Another goal was to control rising prices.

To cut down on government costs, the number of ministers was reduced. It went from 38 to 28 ministers in June 2019. He also created a new Ministry of Investment Promotion. This ministry was set up to help and encourage new businesses and investments in Gabon.

Updating Laws and Fighting Corruption

Julien Nkoghe Bekale also worked on updating Gabon's laws. He supported changes to the country's Criminal Code. These changes aimed to make the legal system stronger. This was to help ensure good governance.

To fight against corruption, a new ministry was created. This was the Ministry for the Promotion of Good Governance, the Fight against Corruption, and the Evaluation of Public Policies. Francis Nkea Ndzigue was put in charge of this new ministry.
