Julio César “Cleto” Cobos (born April 30, 1955) is an Argentine politician. He served as the Vice President of Argentina from 2007 to 2011. He was also the Governor of Mendoza Province from 2003 to 2007.

Cobos began his political journey with the Radical Civic Union (UCR) party. In 2007, he joined Cristina Fernández de Kirchner as her running mate for Vice President. They won the election together.

A famous moment in his career happened in 2008. As Vice President, he had the deciding vote in the Argentine Senate on a new tax law. He voted against the law, which surprised many. This decision made him very popular with people who disagreed with the government.

Since then, Julio Cobos has continued his work in politics. He has been elected to both the Argentine Chamber of Deputies and the Argentine Senate.

His Early Life and Education

Julio Cobos was born in 1955 in Godoy Cruz, Mendoza. His parents are Fermín and Asunción. He has two older brothers. He went to high school at the Military Liceum. Later, he studied at the Universidad Tecnológica Nacional (UTN).

He became a construction engineer in 1979. In 1988, he also became a civil engineer. He married Cristina Cerutti in 1980, and they had three sons. Cobos also worked as a teacher at the UTN. He was even the Dean of the UTN's local branch from 1997 to 2001, and again from 2001 to 2005.

Becoming Governor of Mendoza

Julio Cobos joined the UCR political party in 1991. He started working in public service in the city of Mendoza. He then became a minister in the Mendoza Province government from 1999 to 2000.

In 2003, he was elected as the Governor of Mendoza. He led a group of different political parties. As governor, Cobos supported the then-President, Néstor Kirchner. This was a different path from some other members of his own party.

Serving as Vice President

In 2007, Cristina Fernández de Kirchner asked Julio Cobos to be her running mate. They ran together for President and Vice President. They won the election, and Cobos became Vice President in December 2007.

As Vice President, Cobos was also the President of the Argentine Senate. In 2008, there was a very important vote. It was about a law to increase taxes on grain exports. This law caused a lot of debate and protests in Argentina.

The vote in the Senate ended in a tie. This meant Julio Cobos had the final say. Many expected him to vote with President Fernández de Kirchner. But he made a surprising choice. He voted against the tax increase.

Cobos said it was the hardest day of his life. He explained that his heart told him to vote against the law. This decision helped calm tensions between farmers and the government. After this, he grew apart from the Front for Victory party. His old party, the UCR, welcomed him back.

Later Political Roles

After his time as Vice President, Julio Cobos continued his political career. In 2013, he was elected to the Argentine Chamber of Deputies. This is like the House of Representatives in other countries.

Then, in 2015, he was elected to the Argentine Senate. He served there until 2021. In 2021, he was elected back to the Chamber of Deputies. He continues to serve as a National Deputy for Mendoza Province.
