Julio César Cleto Cobos (born 30 April 1955) is an Argentine politician. He served as the Vice President of Argentina from 2007 to 2011. He worked alongside President Cristina Fernández de Kirchner.

Cobos began his political journey with the Radical Civic Union (UCR) party. He became the Governor of Mendoza Province in 2003. In 2007, he was chosen as the running mate for presidential candidate Cristina Fernández de Kirchner. They won the election together.

A key moment in his career happened in 2008. The Argentine Senate was voting on a new law. This law would increase taxes on farm exports. The vote ended in a tie. As Vice President, Cobos was also the President of the Senate. This meant he had the deciding vote. In a surprising move, he voted against the law. This decision made him very popular with people who disagreed with the government.

Early Life and Education

Julio Cobos was born in 1955 in Godoy Cruz, Mendoza. His parents were Fermín and Asunción. He has two older brothers. He went to high school at the Military Liceum. Later, he studied at the Universidad Tecnológica Nacional (UTN).

He finished his construction engineering degree in 1979. He then completed his civil engineering degree in 1988. In 1980, he married Cristina Cerutti. They had three sons together. After finishing his studies, he became a teacher at the UTN. He later became the Dean of the UTN's local branch.

Becoming Governor of Mendoza

Julio Cobos joined the UCR political party in 1991. He started his public service career in the city of Mendoza, Argentina. He then became a minister in the Mendoza Province government. This role involved managing the environment and public works.

From 1997 to 2003, he was the dean of the regional part of the Universidad Tecnológica Nacional. In 2003, he was elected as the Governor of Mendoza. He led a group of different political parties. As governor, Cobos supported the President at the time, Néstor Kirchner. This was a different path from many other members of his own party.

Serving as Vice President

In 2007, Cristina Fernández de Kirchner asked Julio Cobos to be her running mate. This meant he would be her candidate for Vice President. He agreed to join her on the Front for Victory ticket. Because of this, his own party, the UCR, removed him in July 2007. After they won the election, Cobos became Vice President in December 2007.

The Famous Tie-Breaking Vote

As Vice President, Julio Cobos was also the President of the Argentine Senate. In 2008, there was a very important vote. This vote was about increasing taxes on grain exports. This issue caused a lot of debate and protests across Argentina.

Everyone expected Cobos to vote with President Fernández de Kirchner. But the vote in the Senate ended in a tie. This meant Cobos had the final, deciding vote. He said it was the hardest day of his life. He chose to vote against the tax increase. He explained that his heart told him to vote "against." This decision helped calm tensions between farmers and the government.

After the Vice Presidency

After his time as Vice President, Julio Cobos continued his political career. He was elected to the Argentine Chamber of Deputies in 2013. This is like being a member of parliament. Then, in 2015, he was elected to the Argentine Senate. He returned to the Chamber of Deputies again in 2021. His political journey shows his continued involvement in Argentina's government.
