Kevin L. Boyce (born October 5, 1971) is an American politician. He is a member of the Democratic Party. Currently, he serves as the President of the Franklin County Board of Commissioners. Before this, he was a member of the Ohio House of Representatives from 2012 to 2016. He also served on the Columbus City Council and was the Ohio State Treasurer from 2009 to 2010.
In 2016, Boyce was chosen by the Democratic Party to run for a seat on the Franklin County, Ohio Board of Commissioners. He won that election. He was re-elected for a second term in 2020 and a third term in 2024.
Education and Early Career
Kevin Boyce's Schooling
Kevin Boyce finished high school at Columbus East High School in 1990. He then went to the University of Toledo, where he earned a degree in political science in 1995. Later, in 2004, he received a master's degree in Public Administration from Central Michigan University.
Working Before Politics
Before he held political office, Boyce worked to help students. He was the executive director of the KnowledgeWorks Foundation. This group helps high school students get ready for college. He also led the Ohio Legislative Black Caucus from 1997 to 1999. From 1999 to 2000, he was a chief of staff for the Minority Caucus in the Ohio House of Representatives.
Kevin Boyce's Political Roles
Serving on Columbus City Council
On September 11, 2000, Kevin Boyce was appointed to the Columbus City Council. He was elected to the Council in 2001 and again in 2005. While on the Council, he became the President pro Tempore. This means he was a leader who could step in if the President was not there. He also led the Finance and Zoning Committees.
Becoming Ohio State Treasurer
On December 23, 2008, Governor Ted Strickland chose Kevin Boyce to be the Ohio State Treasurer. He took office on January 8, 2009. This made him the first African-American Democrat to hold a statewide office in Ohio that was not a judge's position.
As Treasurer, Boyce was in charge of Ohio's money. He faced some questions about how money was spent on promotional items. He explained that these were common for politicians. He also made a contract with Key Bank to process the state's checks. He believed this would save the state money.
Boyce ran for the Treasurer's position in the 2010 election but did not win.
Serving in the Ohio House of Representatives
In 2012, Kevin Boyce was appointed to the Ohio House of Representatives. He took office on May 6, 2012. He won his first full term in the House later that year.
In 2014, he won a second term. He was also chosen to be the Minority Whip. This is a leadership role that helps make sure members of his party vote together. He also led a special committee focused on Minority Affairs.

Leading the Franklin County Board of Commissioners
In 2016, Kevin Boyce won the Democratic primary election for the Franklin County, Ohio Board of Commissioners. He then won the general election in November 2016.
On November 3, 2020, Boyce was re-elected for his second term as a Commissioner. In the 2024 general election, he ran without an opponent and was re-elected for his third term. As of 2025, he continues to serve as President of the Franklin County Board of Commissioners.
Awards and Recognition
Kevin Boyce has received awards for his community work. The National Council of Negro Women gave him a Community Service Plaque in May 2004. In November 2004, the Phi Beta Sigma fraternity honored him as a great role model for young men.
