Lord Allan Jay Quinto Velasco (born November 9, 1977) is a Filipino politician and lawyer. He served as the Speaker of the House of Representatives from October 2020 to June 2022. He has also been the Representative for Marinduque's lone district for several terms, from 2010 to 2013 and from 2016 to 2025. Before becoming a representative, he was the provincial administrator of Marinduque.

About Lord Allan Velasco
His Early Life and Family
Lord Allan Velasco was born on November 9, 1977. His father, Presbitero Velasco Jr., was a judge in the Supreme Court and later became the governor of Marinduque. His mother, Lorna Quinto Velasco, was a nurse who also entered politics, serving as a representative and then as mayor of Torrijos, Marinduque. His sister, Tricia Nicole Velasco-Catera, is also a lawyer.
Velasco studied in Manila. He earned a Bachelor of Science degree in business management from De La Salle University. Later, he studied law at the University of Santo Tomas. He became a lawyer in 2005.
On September 21, 2012, Velasco married Rowena "Wen" Amara. They have five children: Sophia, Bella, Ramon, Sara, and Lord Jose Maria.
His Friendship with the Dutertes
The Velasco family became close to Rodrigo Duterte when they supported his campaign for president. They often celebrated holidays and birthdays together. Lord Allan Velasco considers Sara Duterte, the daughter of former President Duterte, his "big bike riding buddy."
Lord Allan Velasco's Political Journey
Serving Marinduque as Provincial Administrator
Early in his career as a lawyer, Lord Allan Velasco led the Integrated Bar of the Philippines (IBP) in Marinduque. In January 2008, he was chosen to be the provincial administrator of Marinduque by Governor Jose Antonio Carrion. In this role, he also led the Provincial Tourism Council, focusing on promoting adventure and community-based tourism in the province. He left this position in December 2009 to run for a seat in the House of Representatives.
Becoming a Representative for Marinduque
In the 2010 elections, Velasco won the seat for Marinduque's lone district. This made him the first elected government official in his family.
He ran for re-election in 2013 but initially lost. However, he argued that the winner was not eligible to hold the office. Both the Supreme Court and the COMELEC agreed with Velasco. He was later declared the rightful representative and took office on February 1, 2016.
He continued to serve as the representative for Marinduque's Lone District until June 2025. He also chaired the House Committee on Energy.
Serving as House Speaker
In July 2019, Lord Allan Velasco and Alan Peter Cayetano agreed to share the term as Speaker of the House of Representatives. Velasco was set to take over in October 2020.
When Cayetano did not honor the agreement, Velasco and his supporters moved forward. On October 12, 2020, 186 representatives gathered and elected Velasco as the new House Speaker. The next day, Cayetano resigned, and Velasco's election was formally approved in the Batasang Pambansa. He served as Speaker until June 2022.
Running for Governor in 2025
After his term as representative ended in June 2025, Lord Allan Velasco ran for Governor of Marinduque in the 2025 local elections. However, he lost the election by a small number of votes. He has since filed an election protest with the COMELEC, asking for a manual recount of the votes.
