Alan Peter Schramm Cayetano (born October 28, 1970) is a Filipino lawyer and politician. He is currently the 33rd President of the Senate. He took on this important role in 2026. Before this, he was the Senate Minority Leader from 2025 to 2026. He also held this position earlier, from 2010 to 2013.

Mr. Cayetano has been a Senator of the Philippines since 2022. He was also a senator from 2007 to 2017. He served as the 26th Speaker of the House of Representatives from 2019 to 2020. From 2017 to 2018, he was the 26th Secretary of Foreign Affairs.

He comes from a political family in Taguig. His father, Rene Cayetano, was also a senator. Alan Peter Cayetano first entered national politics in 1998. He was elected to the House of Representatives for Taguig–Pateros. He served there until 2007.

In 2016, he ran for Vice President. He was the running mate of Rodrigo Duterte, who won the presidency. Mr. Cayetano later resigned from the Senate in 2017. He then became the foreign affairs secretary. In 2019, he returned to the House of Representatives and became its Speaker. He also led the organizing committee for the 2019 SEA Games. In 2022, he was elected back to the Senate. On May 11, 2026, he was elected as the Senate President.

Early Life and Family

Alan Peter Schramm Cayetano was born in Mandaluyong. His father, Rene Cayetano, was a lawyer. His mother, Sandra Schramm, was a school teacher. He grew up in Parañaque and later moved to Taguig in 1991. He gave up his United States citizenship in 1998.

Mr. Cayetano lives with his family in Bagumbayan, Taguig. His wife, Lani Cayetano, is the current Mayor of Taguig. She also served as a representative for Taguig–Pateros. His older sister, Pia Cayetano, is also a senator. His younger brother, Lino Cayetano, is a film director and former politician.

Education

Alan Peter Cayetano went to De La Salle Santiago Zobel School for elementary and high school. He studied political science at the University of the Philippines Diliman. He graduated in 1993. He was also part of the student council there.

He later earned a law degree from the Ateneo de Manila University in 1997. He became a lawyer in the Philippines in 1998.

Early Political Career

Serving Taguig as Councilor

In 1992, while still in college, Mr. Cayetano was elected as a councilor for Taguig. He was only 21 years old, making him one of the youngest councilors in the country. He served as the Majority Floor Leader for Taguig.

Becoming Vice Mayor

He was then elected as the Vice Mayor of Taguig in 1995. He served in this role for one term.

Serving in the House of Representatives

In 1998, Mr. Cayetano was elected to the House of Representatives of the Philippines. He represented the district of Taguig–Pateros. At 27, he was the youngest representative in the 11th Congress.

He quickly took on important roles. He was an assistant majority leader. He also chaired committees on education and electoral reforms. In his second term, he became a deputy majority leader. During his last term, he served as Senior Deputy Minority Leader.

Mr. Cayetano was elected as a senator in 2007. He was among the top 12 winners. In 2010, he became the Senate Minority Leader. He was re-elected as senator in 2013.

In 2013, he was chosen as the Senate Majority Floor Leader. He also led the Senate Committee on Rules.

Running for Vice President

In 2016, Mr. Cayetano ran for Vice President. He was the running mate of Rodrigo Duterte, who won the presidency. However, Mr. Cayetano did not win the vice-presidency.

Secretary of Foreign Affairs (2017–2018)

In May 2017, President Rodrigo Duterte appointed Mr. Cayetano as Secretary of Foreign Affairs. This meant he was the country's top diplomat. He officially took the role on May 18, 2017. He resigned from his Senate position to take on this new role.

As Foreign Affairs Secretary, Mr. Cayetano worked to protect the Philippines' interests. He focused on using historical facts and international laws in discussions. He aimed for quiet negotiations rather than public statements. He served in this position until October 2018.

Speaker of the House (2019–2020)

In 2019, Mr. Cayetano was elected back to the House of Representatives. On July 22, 2019, he became the 22nd Speaker of the House. He was nominated by other representatives, including President Duterte's son, Rep. Paolo Duterte.

He had an agreement to share his term as Speaker with Marinduque Representative Lord Allan Velasco. Mr. Cayetano served for 15 months.

Leading the SEA Games Organizing Committee

Mr. Cayetano chaired the Philippine SEA Games Organizing Committee. This group organized the 2019 SEA Games. The committee had a budget of ₱6 billion. After the games, the facilities were quickly turned into quarantine centers during the COVID-19 pandemic.

Resignation and New Bloc

Mr. Cayetano resigned as House Speaker on October 13, 2020. This allowed Lord Allan Velasco to become the new Speaker. In January 2021, Mr. Cayetano formed a new group of lawmakers called "BTS sa Kongreso". This stands for "Balik sa Tamang Serbisyo sa Kongreso," meaning "Back to Proper Service in Congress."

The 10K Ayuda Bill

During the COVID-19 pandemic, Mr. Cayetano and his allies proposed the "10K Ayuda Bill" in February 2021. This bill aimed to give a one-time cash aid of ₱10,000 to every Filipino family. This money would help families with their daily needs or to start small businesses.

To show that this was possible, Mr. Cayetano started the "Sampung Libong Pag-asa" (SLP) program. Through donations, the program gave ₱10,000 to many families across the country. By September 2021, the SLP had helped 10,000 beneficiaries.

Sari-Saring Pag-asa Program

Mr. Cayetano also launched the "Sari-Saring Pag-asa" (SSP) program. This program helps small store owners, called sari-sari store owners. It provides them with a one-time ₱3,500 cash assistance. This helps them buy new supplies for their stores during the pandemic.

The SSP program grew from a local initiative in Taguig and Pateros. As of October 2021, the SSP had helped over 4,800 sari-sari store owners.

Return to the Senate (2022–present)

On October 7, 2021, Mr. Cayetano filed his candidacy for senator as an independent candidate. He won in the 2022 elections, securing his third term as senator. He was the only winning senator not part of any political coalition. In the 19th Congress, he joined the Senate independent bloc with his sister Pia.

He chaired several committees in the 19th Congress, including:

  • Committee on Government Corporations
  • Committee on Science and Technology
  • Committee on Accounts
  • Committee on Higher, Technical and Vocational Education
  • Committee on Trade, Commerce and Entrepreneurship

He also served as Vice Chairman of the Senate Blue Ribbon Committee.

20th Congress (July 2025–present)

On July 3, 2025, Mr. Cayetano proposed ten important bills. These bills focused on improving government, promoting Filipino values, and supporting families. One key bill was the Filipino Values in Identity Act. This aimed to create a national program for teaching good values.

At the start of the 20th Congress, Mr. Cayetano was part of the minority bloc. He held committee chairmanships until September 8, 2025, including:

  • Committee on Justice
  • Committee on Accounts
  • Committee on Higher, Technical and Vocational Education
  • Committee on Banks, Financial Institutions and Currencies

On September 9, 2025, he became the Senate Minority Leader. This happened after Tito Sotto became the new Senate President.

Responding to the Iran War

During the 2026 Iran war, Mr. Cayetano led efforts in the Senate to protect the Philippines. He proposed two important resolutions:

  • Senate Resolution No. 343 urged the government to create a plan for national emergencies. This plan would help the country prepare for the war's effects.
  • Senate Resolution No. 350 called for a special committee. This committee, called PROTECT, would help the country respond to crises quickly.

Both resolutions received full support from the Senate.

Legislative Work in the 20th Congress

  • Senate Resolution No. 37 expressed the Senate's views on statements from the Chinese Embassy. Mr. Cayetano stressed the importance of defending Philippine sovereignty. He also emphasized careful diplomatic responses.
  • Senate Resolution No. 307 affirmed that Filipino citizens must follow Philippine law first. This applies before any international court involvement.

Senate Presidency (2026–present)

Mr. Cayetano was elected as President of the Senate of the Philippines on May 11, 2026. He replaced Tito Sotto in this top leadership role.

Personal Life

Mr. Cayetano is a born-again Christian. He and his sister Pia host a public service program. It is called Cayetano in Action with Boy Abunda (CIA with BA). The show started in February 2023 on GMA Network.
