Luis Ibero Elía (born in Pamplona on July 11, 1949 – died in Pamplona on November 10, 2020) was a Spanish politician. He was a member of the Convergence of Democrats of Navarre political party. Luis Ibero held several important roles during his career. He was the mayor of Cendea de Cizur from 1979 to 1983, and later the mayor of Zizur Mayor from 1992 to 1995. He also served as the Minister of Public Works, Transport and Communications for the Government of Navarre from 1995 to 1996. From 2003 to 2007, he was the president of the Mancomunidad de la Comarca de Pamplona, which is like a group of towns working together in the Pamplona area.

Political Journey

Luis Ibero started his political journey by helping to create a local political party in Zizur Mayor. This party was made up of people living in the town. They first ran in the elections in 1979.

In 1979, Luis Ibero became the head of the Zizurtarra Council. His party received the most votes. He also became the mayor of Cendea de Cizur. This area was later joined with Zizur Mayor.

Later, another politician, José María Fernández, took over the council for one term. But in 1987, Luis Ibero became the head of the council again. He then served as the mayor of Zizur Mayor until 1996.

In 1996, Luis Ibero was asked to join the government of Navarre as an advisor. This government was made up of three parties: the PSN, CDN, and EA.

After this, he returned to Zizur Mayor. In 1999, he ran for office again and was elected as a councilor. He served as a councilor in Zizur Mayor for two terms, from 1999 to 2003 and again from 2011 to 2015.

Luis Ibero also became the spokesperson for the CDN party in the Pamplona City Council. From this position, he was chosen to be the President of the Pamplona Commonwealth. He held this role from 2003 to 2007.

In May 2011, Luis Ibero ran for mayor of Zizur Mayor again. He had been mayor and councilor there before. He was elected as a councilor in those elections.

In February 2018, after stepping back from active politics, he joined the Navarrese People's Union party.

Saving a Football Club

Luis Ibero played a very important role in saving the football club Club Atlético Osasuna. He was part of the club's management team from June to December 2014.

The club was in serious financial trouble and faced disappearing. Luis Ibero helped make sure the club could stay in the Second Division. He also helped pass a law in the Parliament of Navarre to rescue the club from a huge debt of 52 million euros owed to the government.

Passing Away

Luis Ibero passed away on November 10, 2020. He was 71 years old. His death was caused by COVID-19.
