Manohar Singh Gill (born 14 June 1936 – died 15 October 2023), often called M. S. Gill, was an important Indian leader. He worked as a government officer, a politician, and a writer. He was part of the Indian Administrative Service (IAS), which means he helped run the country's government.
After retiring from the IAS in 2001, he joined the Indian National Congress political party. He was elected to the Rajya Sabha, which is like a parliament, from Punjab in 2004. He served there until 2016. M. S. Gill also held important government jobs as the Minister of Youth Affairs and Sports and the Minister of Statistics and Programme Implementation.

Early Life and Public Service
M. S. Gill went to St. George's College in Mussoorie, India. In 1958, he joined the Indian Administrative Services (IAS). This is a group of top government officers in India. He worked in many different places in Punjab.
For example, he was a Sub-Divisional Magistrate in Mahendragarh. He also served as the Deputy Commissioner of the Lahaul-Spiti district. From 1985 to 1987, he was the Agriculture Secretary of Punjab.
Leading India's Elections
From 1996 to 2001, M. S. Gill was the Chief Election Commissioner of India. This is a very important job. It means he was in charge of making sure elections in India were fair. He took over from T. N. Seshan.
One of his biggest achievements was bringing in Electronic Voting Machines (EVMs). These machines helped make elections more honest. For his great work, he received the Padma Vibhushan award in 2000. This is one of India's highest civilian honors. He also received the "Nishan-e-Khalsa" award.
Joining Politics
After retiring from his government service, M. S. Gill decided to join politics. He became a member of the Indian National Congress party. In 2004, he was chosen to be a member of the Rajya Sabha from Punjab. He started this role on April 10, 2004.
He was re-elected in 2010 and continued to serve until April 9, 2016. In 2008, he became a minister in the government. He was made the Minister of State (Independent Charge) for the Ministry of Youth Affairs and Sports. This meant he was in charge of sports and youth programs.
Minister of Youth Affairs and Sports
After his party won the 2009 election, M. S. Gill continued as the Minister of Youth Affairs and Sports. During his time as minister, India hosted the 2010 Commonwealth Games in New Delhi. This was a huge international sports event.
There were some challenges and issues related to the Games. Because of these issues, he later moved to a different ministry in January 2011.
Minister of Statistics and Programme Implementation
On January 19, 2011, M. S. Gill became the Minister of Statistics and Programme Implementation. He worked in this role until July 12, 2011, when he resigned.
His Passing
M. S. Gill passed away on October 15, 2023. He was 87 years old.
Books He Wrote
M. S. Gill was also a writer. In 1972, he wrote a book called Himalayan Wonder: Travels in Lahaul and Spiti. This book shared stories from when he was a young IAS officer in the Lahaul and Spiti district. He wrote another book about that time called Tales from the Hills: Lahaul's Enduring Myths and Legends in 2014.
