Early Political Career
Manuel Chaves started his national political career in 1977. He was elected to the Spanish Congress of Deputies. This is like the main parliament in Spain. He represented the area of Cádiz. He served in this role until 1990.
Minister in the Spanish Government
From 1986 to 1990, Manuel Chaves held an important job. He was the Minister of Work and National Health Service (Seguridad Social) for Spain. He worked under Prime Minister Felipe Gonzalez.
In 1988, a big event happened during his time as minister. There was a general strike, which means many workers stopped working to protest. This was the first general strike in modern Spanish democracy. It was called by groups like UGT and CCOO because of a new law that was being proposed.
Leading Andalusia: Regional President
In 1990, Manuel Chaves became the president of the Regional Government of Andalusia. Andalusia is one of Spain's autonomous communities, which are like states with their own governments. At that time, he was seen as one of the three most important leaders of the PSOE party. The other two were Juan Carlos Rodríguez Ibarra and José Bono, who were also regional presidents.
After his party lost the general election in 2000, the party's leader resigned. Manuel Chaves then took charge of the party's Political Commission. He helped organize an important meeting for the PSOE. At this meeting, José Luis Rodríguez Zapatero was chosen as the new General Secretary of the party.
Serving as Deputy Prime Minister
In April 2009, Prime Minister Zapatero gave Manuel Chaves a new role. He was named the Third Vice President of the Government. He also became the Minister of Territorial Policy. This ministry dealt with how different parts of Spain were governed.
In July 2011, he was promoted to Second Deputy Prime Minister of Spain. This happened after Elena Salgado became the First Deputy Prime Minister. Manuel Chaves left this position in December 2011.
