María del Carmen Alva Prieto (born 24 February 1967) is a Peruvian lawyer and politician. She was the president of the Congress of the Republic of Peru from July 26, 2021, to July 26, 2022. She is also a member of the Congress, representing the city of Lima. María del Carmen Alva is part of the Popular Action political party.

Early Life and Education

María del Carmen Alva was born in Lima, Peru, on February 24, 1967. Her father, Miguel Alva Orlandini, was the brother of a well-known former congressman and leader of the Popular Action party, Javier Alva Orlandini. Her grandfather, José Felipe Alva y Alva, was also a senator for Cajamarca. This shows that politics runs in her family.

She studied law at the University of Lima and became a lawyer. Later, she earned a master's degree in Public Management from the Government Institute of the University of San Martín de Porres. This education helped her prepare for a career in public service.

Political Journey

María del Carmen Alva started her career working as a parliamentary coordinator and lawyer. She also served as a legal advisor at the Ministry of Labour and Promotion of Employment. These roles helped her understand how the government and laws work.

First Steps in Politics

In 2006, she joined the team planning government policies for presidential candidate Valentín Paniagua. During that year's general elections, she ran for a seat in the Congress of the Republic. Although she was not elected then, it marked the beginning of her journey in politics.

Local Government Role

In 2010, María del Carmen Alva was elected as a councilor for Santa María del Mar, a district in Lima. She also served as the deputy mayor during the time Viviana Roda Scheuch was mayor, from 2010 to 2014. This experience gave her a chance to work directly with local communities.

Becoming a Congresswoman

She tried to enter Congress again in the 2020 parliamentary elections but was not successful. However, in the 2021 general elections, María del Carmen Alva was elected as a congresswoman for Popular Action. She received 25,219 votes and began her term in Congress, which is set to last from 2021 to 2026.

On July 26, 2021, her colleagues in Congress chose her to be the president of the Congress of the Republic. She held this important leadership position for one year, until July 26, 2022. As president, she was in charge of leading the meetings and work of the Congress.
