Javier Alva Orlandini (born December 11, 1927 – died June 1, 2020) was an important Peruvian lawyer and politician. He was a key member and leader of the political party called Popular Action.
He served as the Second Vice President of Peru from 1980 to 1985 under President Fernando Belaúnde. Throughout his long career, he held many important roles. He was a Deputy (1963–1968), a Minister of Government and Police (1965–1966), and a Senator (1980–1985 and 1990–1992). He even became the President of the Senate (1981–1982). Later, he was a Congressman (1995–2000).
In 2002, he became a judge (called a Magistrate) at the Constitutional Court. He was also chosen by the Congress to be the President of this Court for three years. He ran for President of Peru in 1985 but did not win. He was known for writing several books and many articles about law.

Early Life and Education
Javier Alva Orlandini was born in Cajamarca, Peru. His parents were José Felipe Alva y Alva and Blanca Orlandini. His father was also a lawyer, a poet, and a senator.
Javier went to elementary school in his hometown. Then, he moved to Trujillo for high school, attending Colegio Seminario San Carlos y San Marcelo from 1941 to 1945.
In 1946, he started studying law and economics at the Universidad Nacional Mayor de San Marcos. He finished law school in 1952 and became a lawyer on January 16, 1953.
While in college, he was active in politics. He spoke out against General Manuel A. Odría's attempt to be the only candidate for president in 1950. He was also the president of the Law School's student center in 1952. Because of his political actions, he was held in prison for three months.
Political Journey
Javier Alva Orlandini helped start the National Front of Democratic Youth in 1955. This group supported Fernando Belaunde Terry for president in the 1956 elections. Belaunde came in second place.
This group soon became the Popular Action party. In 1957, Alva was chosen as a member of the party's main committee. In 1958, his party asked him to write a new law for elections. He was then made Secretary of Electoral Affairs in 1959 and Assistant Secretary General in 1961.
During the 1962 elections, he spoke out about problems with the voting process. This helped lead to the elections being cancelled by the military.
Serving as a Deputy
In the 1963 general elections, Javier Alva Orlandini was elected as a Deputy for Lima. A Deputy is like a representative in the government. One of his ideas during this time was a bill for municipal elections.
Becoming Second Vice President
For the 1980 general elections, he was in charge of organizing Fernando Belaunde's election campaign. Belaunde won the presidency for the second time, and Alva Orlandini was elected as the Second Vice President of Peru.
Roles as a Senator
In the same 1980 elections, Alva Orlandini was also elected as a Senator for the Popular Action party. He served in the Senate from 1980 to 1985.
He was elected Senator again in the 1990 general elections for the Democratic Front. He served from 1990 to 1992.
He led special groups that wrote important laws, such as the Penal Code (laws about crimes), the Penal Procedure Code (how criminal cases are handled), and the Civil Procedure Code (how civil cases are handled).
His time as Senator was cut short by a political event in 1992. After this, he strongly opposed the government of Alberto Fujimori.
Leading the Senate
On July 26, 1981, he was chosen to be the President of the Senate for the period of 1981-1982. This is a very important leadership role in the government.
From 1982 to 1985, he also served as the Secretary General of his political party again.
Presidential Campaign in 1985
In the 1985 general elections, he ran for President of Peru. He had Manuel Ulloa Elías and Sandro Mariátegui as his running mates for Vice President. He finished in fourth place, receiving about 5% of the votes.
Serving as a Congressman
In the 1995 general elections, he was elected as a Congressman for the Popular Action party. He served from 1995 to 2000. As a Congressman, he helped create new laws for companies and for buying and selling stocks.
During his time in Congress, he and his party continued to oppose the Fujimori government.
In the 2000 general elections, he tried to be re-elected as Congressman but was not successful.
