Miguel Arraes de Alencar (born December 15, 1916 – died August 13, 2005) was an important Brazilian lawyer and politician. He held many key roles in government. He served as the mayor of Recife, a state representative, a federal representative, and was the Governor of Pernambuco three different times.

Early Life and Education
Miguel Arraes was born in Araripe, a city in the state of Ceará, Brazil. He later moved to Pernambuco. He studied law and graduated from the Federal University of Rio de Janeiro Faculty of Law. This education helped him prepare for his future in public service.
A Career in Public Service
Miguel Arraes dedicated his life to serving the people of Brazil. He held several important political positions throughout his career.
Mayor of Recife
From 1960 to 1963, Miguel Arraes served as the Mayor of Recife. This was a big responsibility, as Recife is an important city in Brazil.
Governor of Pernambuco
Arraes was elected Governor of Pernambuco three times. His first term was from 1963 to 1964. He returned to this role from 1987 to 1990 and again from 1995 to 1999. Being governor means leading the entire state.
Federal Deputy
He also served as a Federal Deputy. This role meant he represented his state in the national government. He held this position from 1983 to 1987, from 1991 to 1995, and from 2003 until his death in 2005.
Challenging Times
In 1964, Brazil experienced a major change in its government. The military took control, and many political leaders faced difficulties.
Imprisonment and Exile
Miguel Arraes was one of the leaders who faced challenges during this time. He refused to step down as Governor of Pernambuco. Because of this, the new government held him in a political prison. He was kept on the island of Fernando de Noronha for 11 months.
After his time in prison, Miguel Arraes was allowed to leave Brazil. He found safety in Algeria, where he lived for 14 years. He finally returned to Brazil in 1979.
