Narcís Serra i Serra (born May 30, 1943) is a Spanish economist and politician. He served as the Deputy Prime Minister of Spain from 1991 to 1995. Born in Barcelona, he was an important figure in Catalan politics. He helped found the Socialists' Party of Catalonia, which is part of the larger Spanish Socialist Workers' Party (PSOE).

Early Life and Education
Narcís Serra grew up in a Catholic family from Catalonia, a region in Spain. Before he became involved in politics, he studied economics. He worked as a researcher at the London School of Economics from 1970 to 1972. Later, he became a professor at the Autonomous University of Barcelona. There, he taught about economic theory. He is now an Honorary Fellow at the London School of Economics.
A Career in Spanish Politics
Serra had a long and important career in Spanish politics. He held several key positions in the government.
Mayor of Barcelona
From 1979 to 1982, Narcís Serra was the first democratically elected Mayor of Barcelona. This was after the end of Franco's dictatorship in Spain. Being mayor meant he led the city's government.
Minister of Defence
In 1982, the socialist party won the general election in Spain. Prime Minister Felipe González then chose Serra to be the Minister of Defence. In this role, he was in charge of Spain's military. He worked to make the Spanish armed forces more democratic. He also helped them join the NATO defense group. For the first time, Spanish forces also took part in international peacekeeping missions. He served as Minister of Defence until 1991.
Deputy Prime Minister
In 1991, Narcís Serra became the Deputy Prime Minister of Spain. This is a very high position in the government. He served in this role until 1995. Even after leaving this position, he continued to be a Member of the Spanish Congress of Deputies. He represented the city of Barcelona in Parliament until 2004.
Life After Government Service
After his time in top government roles, Serra continued to be active in other areas.
Leading Financial Institutions
In 2005, Serra became the president of Caixa Catalunya. This was a public savings bank. He resigned from this role in 2011.
Academic and International Work
Since 2004, Serra has been the chairman of the Institut Barcelona d'Estudis Internacionals (IBEI). This is an institute that studies international relations. He also teaches courses there. These courses cover topics like strategy, military reform, and how to build peace.
