Narcís Serra i Serra (born May 30, 1943) is a Spanish economist and politician. He was an important leader in Catalan politics during Spain's move to democracy. He helped start the Socialists' Party of Catalonia, which is part of the larger Spanish Socialist Workers' Party (PSOE). He served as the Deputy Prime Minister of Spain from 1991 to 1995.

Early Life and Education

Narcís Serra was born in Barcelona, Catalonia, into a Catholic family. Before becoming a politician, he studied economics. He earned his PhD in economics from the Autonomous University of Barcelona.

Studying in London

From 1970 to 1972, he worked as a researcher at the London School of Economics. Later, he became a professor at the Autonomous University of Barcelona. There, he taught about economic theory. He is now an Honorary Fellow at the London School of Economics.

Political Career Highlights

Serra had a long and important career in Spanish politics. He held several key positions.

Mayor of Barcelona

After Spain became a democracy, Narcís Serra was the first person to be chosen as Mayor of Barcelona in a democratic election. He served as mayor from 1979 to 1982.

Minister of Defence

In 1982, the socialist party won the general election in Spain. Prime Minister Felipe González then chose Serra to be the Minister of Defence. During his time as Defence Minister, he made important changes. He helped make the Spanish armed forces more democratic. He also helped them join the NATO structure effectively. For the first time, Spanish forces also took part in international missions.

Deputy Prime Minister

In 1991, Serra became the Deputy Prime Minister of Spain. He took over this role from Alfonso Guerra. He served as Deputy Prime Minister until 1995.

Member of Parliament

Even after leaving his role as Deputy Prime Minister in 1995, he continued to be a Member of the Spanish Congress of Deputies. He represented the area of Barcelona. He held this position until 2004. He first became a Member of Parliament in the 1986 general election.

Life After Government

After his time in top government roles, Narcís Serra continued to be active in other areas.

Leading a Bank

In 2005, Serra became the president of Caixa Catalunya. This was a public savings bank. He resigned from this role in 2011.

Academic Leadership

Since 2004, Serra has been the chairman of the Institut Barcelona d'Estudis Internacionals (IBEI). This institute focuses on international studies. He also teaches courses there. These courses cover topics like strategy, military reform, and building peace.
