Nikolai Vladimirovich Levichev (Russian: Николай Владимирович Левичев; born May 28, 1953) is a Russian politician. He has been a member of the Central Election Commission of Russia since February 24, 2016.

From 2007 to 2011, Levichev was the leader of the A Just Russia party group in the State Duma, which is like Russia's parliament. He became the party leader on April 16, 2011. Later, on October 27, 2013, Sergey Mironov took over this role. In 2017, Nikolai Levichev was the only member of the Russian Central Election Commission who did not vote for Alexei Navalny's presidential candidacy.

Biography

Early Life and Education

Nikolai Levichev was born on May 28, 1953, in Pushkin, a town near Leningrad (now called Saint Petersburg) in the Soviet Union. His father was a professor of radio engineering. His mother was a mathematician who worked as a graphic artist. His grandfather was a respected scholar.

Nikolai went to high school in Pushkin. He studied in the same class as Sergei Mironov, who would later become a well-known politician. Nikolai was very good at math and won several math competitions. For his last two years of high school, he attended a special physical and mathematical school in Leningrad, which was one of the top schools in the city. He graduated from there in 1970.

In 1976, he graduated from the Physics Department of Leningrad State University. He studied alongside Vladimir Churov, who later became the Chairman of the Central Election Commission. After university, Nikolai also completed postgraduate studies.

Early Career and Public Service

After finishing university, Nikolai Levichev worked as a researcher at the State Optical Institute. He also served as the director of a summer camp.

He became involved in the Young Communist League (Komsomol), which was a youth organization. He held various positions there, including working with creative young people in the culture department.

In 1991, he started working in Trade Unions. He also completed studies at the Academy of Social Sciences. He was a member of the Communist Party until it was banned in August 1991. Later, he founded a company called The-C and was the general director of its publishing house from 1991 to 2002.

Political Career

In 2002, Nikolai Levichev helped to create the Russian Party of Life, along with Sergei Mironov. He was elected as a co-chairman of the party's National Council. From 2003 to 2006, he was the first deputy chairman of the Russian Party of Life. He was also part of Sergei Mironov's team during the 2004 presidential election campaign.

In 2006, he became the secretary of the Presidium of the Central Council for the party called Fair Russia. In 2007, he was the general director of the magazine Russian Life.

Later in 2007, he was elected to the State Duma, which is the lower house of the Russian parliament. He was part of the Fair Russia party list. In 2009, he led the Fair Russia list for the Moscow City Duma elections, but the party did not win enough votes to enter the regional parliament.

On April 16, 2011, Nikolai Levichev was elected as the chairman of the Fair Russia party. This happened after Sergei Mironov stepped down from the role. According to the party's rules, the chairman manages the party's daily work. On June 14, 2011, he resigned as the head of the Fair Russia faction in the State Duma, and Sergei Mironov took over that position.

On December 21, 2011, he was elected as the deputy chairman of the Just Russia faction in the State Duma.
