Nur Hassan Hussein (Somali: Nuur Xasan Xuseen Cadde, Arabic: نور حسن حسين‎; 2 February 1938 – 1 April 2020), also known as Nur Adde, was an important Somali politician. He served as the Prime Minister of Somalia from November 2007 to February 2009. He was born in Mogadishu and belonged to the Abgaal sub-clan, which is part of the larger Hawiye clan.

Early Life and Career

Nur Hassan Hussein started his career in the early 1950s. He worked as a police officer in Italian Somaliland before Somalia became an independent country.

Becoming a Legal Expert

He studied Law at the Somalia National University. He also attended the Fiscal Law School in Rome, Italy. After finishing his studies, Hussein became a chief police officer. He also served as the attorney general in 1987. He held this important position until 1991. This was when the Somali Civil War began. After that, he worked as the Secretary General for the Somali Red Crescent Society (SRCS). This organization helps people in need.

Serving as Prime Minister

On 22 November 2007, the President of Somalia, Abdullahi Yusuf Ahmed, chose Nur Hassan Hussein to be the Prime Minister. This happened after the previous Prime Minister, Ali Mohammed Ghedi, resigned.

Forming a New Government

The Transitional Federal Parliament approved Hussein as Prime Minister on 24 November. He received almost all the votes. He was sworn in right away. Hussein wanted his government to include many different groups. On 2 December, he appointed 73 members to his government. This included 31 ministers. Some people thought his government was too big. Hussein explained that he followed a special rule. This rule, called the "4.5" formula, helps share government jobs among different major and smaller clans in Somalia.

Challenges and Changes

Soon after, some ministers resigned. They felt their clan was not fairly represented. Hussein then decided to create a smaller government. He planned for it to have only 17 ministers. On 4 January 2008, he appointed 15 new ministers. The Parliament approved this new group on 10 January.

Working for Peace in Somalia

As Prime Minister, Nur Adde worked hard for peace and unity in Somalia. His government helped achieve a peace agreement. This agreement was signed in Djibouti in June 2008.

Disagreements and Resignations

Hussein faced some challenges during his time in office. On 30 July 2008, he fired the Mayor of Mogadishu. He said the mayor was not doing a good job. However, the mayor disagreed and said he had the President's support. This disagreement showed growing tension between Prime Minister Hussein and President Yusuf.

On 2 August 2008, ten ministers resigned from Hussein's government. Many of them supported President Yusuf. They said Hussein did not talk to them about the mayor's dismissal. They also criticized him for not presenting a budget to Parliament. Hussein said these ministers were trying to cause problems. He also said he would resign if it helped the peace process.

Resolving Conflicts

Hussein appointed six new ministers on 3 August. On 25 August, some members of Parliament tried to remove Hussein and his government. They said the government was not doing well. Hussein strongly denied these claims.

On 26 August, Hussein and President Yusuf signed an agreement. This helped solve their disagreements. On 1 September, Parliament voted on whether to keep Hussein's government. The government won by a large number of votes.

Final Months in Office

In October 2008, leaders from the Intergovernmental Authority on Development (IGAD) asked Hussein to form another new government. He said he would do this within 15 days. He also hoped a new constitution would be written soon.

On 14 December, President Yusuf announced he had dismissed Hussein. Hussein argued that the President could not do this without Parliament's approval. Parliament supported Hussein the next day. However, President Yusuf still appointed a different Prime Minister. This new Prime Minister resigned shortly after.

Hussein ran for president in January 2009. He came in third place and then withdrew from the race. Sharif Ahmed won the election. On 13 February, Ahmed chose Omar Abdirashid Ali Sharmarke to be the new Prime Minister.

In June 2009, Nur Hassan Hussein was appointed Somalia's ambassador to Italy. This meant he represented Somalia in Italy.

Death

Nur Hassan Hussein passed away on 1 April 2020. He was 83 years old. He died in London, England, after becoming sick with COVID-19 during the COVID-19 pandemic.
