The Plan of Veracruz was an important event in the history of Mexico. It was a call for people to rise up against the first Emperor of Mexico, Augustín de Iturbide. This plan was announced by Antonio Lopez de Santa Anna in the port city of Veracruz on December 2, 1822. It was officially approved a few days later, on December 6.

Why the Plan Started

After Mexico won its independence, Agustín de Iturbide became its first Emperor. He entered Mexico City on September 27, 1821. Soon after, Antonio Lopez de Santa Anna arrived in Veracruz.

On October 25, 1822, Emperor Iturbide made Santa Anna the Commander of the Province of Veracruz. At first, Santa Anna supported the Empire. However, he changed his mind when Iturbide closed down the Constituent Congress. This Congress was a group of elected representatives who helped govern the country. Iturbide also tried to remove Santa Anna from his job.

What the Plan Said

On December 2, 1822, Santa Anna spoke out against Emperor Iturbide's rule. He declared his support for a republic and for Guadalupe Victoria. Santa Anna promised to follow the ideas of the Plan of Iguala. He told the people of Mexico several things:

  • He said that when Mexico became independent, it wanted fairness, justice, and equality for everyone.
  • Mexico had a government with representatives chosen by a Congress. Emperor Iturbide had closed this Congress.
  • The main goal of his plan was to bring back a group of representatives to govern the nation.
  • The ideas of the Plan of Iguala would be protected. Anyone who went against these ideas would be seen as an enemy of the nation.
  • A peace agreement was signed with the Spanish forces still in the castle of San Juan de Ulua.
  • Trade by sea with Spain would be allowed again.

The original plan was later made longer, with twenty-six different points. It was officially approved on December 6. The new document stated that a Congress would meet to decide what kind of government Mexico should have. This new government would still follow the principles of religion, independence, and unity.

Santa Anna's uprising faced some early defeats. However, when the Plan of Casa Mata was announced, other rebel leaders joined in. This support helped them defeat Iturbide's forces.
