Before 2014, Crimea was part of Ukraine and was called the Autonomous Republic of Crimea. Back then, the Prime Minister was suggested by the Speaker of the Crimean parliament. This choice needed to be approved by the President of Ukraine and then by the Crimean parliament.
After 2014, Crimea became part of Russia. Now, the Prime Minister is chosen by the Head of the Republic of Crimea. This choice must be approved by the State Council of Crimea, which is the new Crimean parliament. The Head of the Republic of Crimea can also lead the Council of Ministers, but they also need approval from the State Council.
