What is the Prime Minister's Role?
The Prime Minister of Haiti is like the chief manager of the country's daily operations. They work closely with the President to make sure the government runs smoothly.
How the Prime Minister is Chosen
The President chooses who they want to be the Prime Minister. After the President picks someone, the National Assembly (which is like Haiti's main law-making body) has to agree with the choice. This process ensures that both the President and the Parliament support the person who will lead the government.
What the Prime Minister Does
The Prime Minister has many important duties. They help to make sure the country's laws are followed. Here are some of their main responsibilities:
- Choosing Ministers: The Prime Minister picks the people who will be in charge of different government departments, like education or health. They do this by talking with the President.
- Getting Approval: After choosing their team, the Prime Minister presents their plans for the country to the National Assembly. They need the Assembly to vote "yes" to show they trust the Prime Minister's plans. This is called a "vote of confidence."
- Enforcing Laws: The Prime Minister makes sure that the laws passed by the government are put into action across the country.
- National Defense: Along with the President, the Prime Minister is responsible for keeping Haiti safe and protecting its people.
- Overseeing Government Spending: The Prime Minister also supervises a special group called the National Commission on Government Procurement (CNMP). This group makes sure that the government buys things fairly and correctly.
Longest Serving Prime Ministers
Some Prime Ministers have served for a long time in Haiti.
- Gérard Latortue was Prime Minister for the longest period, serving for 1,550 days.
- Jacques-Édouard Alexis served the second-longest time. He was Prime Minister for 1,526 days over two different terms. He is known for being the longest-serving Prime Minister who was chosen by an elected President.
