Early Life and Education
Rachid Sfar was born on September 11, 1933, in Mahdia, a historic city in Tunisia. His father, Tahar Sfar, was an important leader in the Destourian movement. This movement worked for Tunisia's independence. Tahar Sfar also helped start the Neo-Destourian Tunisian Nationalist Party in 1934.
Rachid Sfar's family had Turkish roots. His ancestors came from Anatolia and Macedonia during the time of Ottoman rule.
After finishing high school in Sfax, Rachid Sfar continued his studies. He studied humanities, law, and economics in Tunis and Paris. In Paris, he attended a special school for taxes from 1958 to 1959.
A Career in Government
After Tunisia became independent, Rachid Sfar took on many important roles in the government. Many of these jobs were in the Ministry of Finance. He was a Director General for taxation and for economic relations. He also worked as the Secretary General of the Ministry of Finance.
Later, President Habib Bourguiba asked him to lead other ministries. In 1977, he became the Minister of Industry and Mines, and also Minister of Energy. He then served as Minister of Defense in 1980. From 1982, he was Minister of Public Health. From 1984 to 1986, he was the Minister for the Economy.
Becoming Prime Minister
In July 1986, Tunisia's financial situation was getting difficult. President Bourguiba decided to change his Prime Minister. He chose Rachid Sfar to take over from Mohamed Mzali. Sfar's main job was to fix the country's economy.
As Prime Minister, Rachid Sfar worked to make Tunisia's economy stable again. He helped pass a new law about finances. He also reduced the value of the Tunisian currency, the dinar, by 10%. These actions helped Tunisia get support from the International Monetary Fund and the World Bank. This support helped the country build up its money reserves and get credit again.
However, President Bourguiba removed Sfar from his position on October 3, 1987. Zine El Abidine Ben Ali, who was the Interior Minister, became the new Prime Minister. A few weeks later, on November 7, 1987, President Bourguiba was declared unable to do his job because of his age and health. Ben Ali then became the new President of Tunisia.
