Ramón Arturo Cáceres Vasquez (born December 15, 1866, in Moca, Dominican Republic – died November 19, 1911, in Santo Domingo), also known as Mon Cáceres, was an important Dominican politician. He served as the 31st president of the Dominican Republic from 1906 to 1911. Before becoming president, he was the vice president under Carlos Felipe Morales. Cáceres was a leader of the Red Party.

In 1911, Ramón Cáceres was attacked and killed while in his car. His death led to a civil war in the country. Later, in 1916, the United States occupied the Dominican Republic. Today, a metro station in Santo Domingo is named after him.

Early Life and Background

Ramón Cáceres was born in the Cibao region, in the town of Moca. This town is located in the Espaillat area. His father, Manuel Cáceres, had also been a president of the Dominican Republic. His mother was Remigia Vásquez.

From a young age, Ramón Cáceres was involved in politics. He also studied law. People knew him for his physical strength. He was also a skilled horse rider and an excellent marksman (someone good at shooting).

Political Journey and Presidency

Ramón Cáceres played a role in the removal of President Ulises Heureaux (known as Lilís) on July 26, 1899, in Moca. Later, Cáceres became the official President of the Republic.

Key Achievements as President

During his time as president, a major agreement called the 1907 Dominican-American Convention was signed. In 1907, he also created a new Constitution for the country. Because of this new Constitution, he was re-elected president in 1908.

Dealing with Challenges

From the start of his presidency, Cáceres faced groups who wanted to overthrow him. One big challenge came from a group in the Northwest, led by Desiderio Arias. Arias had strong control over that area. To handle this, Cáceres went to Monte Cristi with his soldiers. He took strong actions, moving food supplies and livestock to control the region. Some people followed his orders, while others strongly disagreed. Farming and livestock were affected, but President Cáceres managed to control the rebels. He used similar methods in the southern part of the country to stop other leaders.

New Military Strategies

Cáceres used clever tactics to deal with opposing leaders. He would send people to invite them to a neutral meeting place for a peace agreement. However, this meeting was a trap. The opposing leaders were surrounded by the army and removed from power.

Cáceres also focused on improving the military. He created a professional army. This new army replaced the private armies that different regional leaders used to have. He also reorganized the Rural Guard, which was a police force. He renamed it the Republican Guard, also known as the Mon Guard. This new force was loyal to the President and helped him keep order across the country.

End of His Presidency

Many groups did not support Cáceres's government. Because of this, several plans were made against him. On November 19, 1911, a group led by Luis Tejera stopped the car Cáceres was riding in. A shooting started, and President Ramón Cáceres was shot multiple times and killed by General Luís Tejera. Tejera was later taken to the Ozama Fortress and executed.
