Refik Koraltan was born in a town called Divriği, which is in Sivas Province, Turkey, in 1889. His father, Ali Bey, was a well-known person in their community. Even though he was known as Refik Koraltan, his birth name was Bekir Refik.

In 1920, he was chosen by the people of Konya to represent them in the TBMM. This is Turkey's parliament, where laws are made. He was re-elected from Konya three more times, showing that people trusted him.
