Reginald Moses Phillips (1888–1977) was an English businessman. He was also a philanthropist, meaning he gave money and time to help others. He was also a philatelist, which is someone who collects and studies postage stamps.
Phillips is best known for donating his huge collection of British Victorian stamps to the nation. This happened in 1966. He also gave £50,000 to help take care of the collection. This collection became a main part of the National Postal Museum. Today, it is part of The British Postal Museum & Archive.

Who Was Reginald Phillips?
Reginald Phillips was born in 1888. He became a very successful businessman. After he turned 50, he went back to a hobby he loved as a child: collecting stamps.
His Amazing Stamp Collection
Phillips worked hard to build a very complete collection of Victorian stamps. These are stamps from the time when Queen Victoria was the ruler of Britain. He carefully organized and cataloged every stamp. This means he listed them all in a detailed way.
After giving his Queen Victoria collection away, he started collecting other stamps. One example is the "King George V Seahorses" stamps. These are special stamps featuring a picture of King George V and seahorses.
Helping Others
Reginald Phillips was also known for his kindness. He gave money to help with the education of children who were deaf. This shows his commitment to helping people in need.
The Phillips Gold Medal
Phillips also started a special award called the Phillips Gold Medal. This medal is given to people for excellent postage stamp design. It has been awarded every year since 1969. This award helps encourage great art on stamps.
