Roberto Francisco Chiari Remón was an important leader in Panama. He was the President of Panama twice. First, he served for a very short time in 1949. Later, he was president from 1960 to 1964. He was a member of the Liberal Party. He was born in Panama City on March 2, 1905, and passed away on March 1, 1981.

Roberto Chiari's Early Career

Before becoming president, Roberto Chiari was active in business and politics. He was the president of the Chamber of Commerce. He also worked in his family's sugar company with his father, Rodolfo Chiari, and his brothers. He was the only one in his family who was very interested in politics.

In 1940, he was elected to the National Assembly. This is like being a member of parliament. During the time Ricardo de la Guardia was president, Chiari served as the Minister of Health and Public Works. He was also one of Domingo Díaz Arosemena's vice presidents. For a short time in 1949, he even served as acting president. He ran for president in 1952 but did not win. After that, he led his Liberal Party for eight years.

The 1960 Election

Roberto Chiari ran for president again in 1960. He won the election, which was known for being fair and peaceful. He was running against two other strong candidates: former president Ricardo Arias and Victor Goytia.

Chiari's Time as President

During his time as president, Roberto Chiari focused on improving Panama. His government worked hard to make education better for everyone. A new main hospital for social security was opened. They also started a large program to vaccinate people across the country.

His presidency is most remembered for a very important event on January 9, 1964. This day is now known as Martyrs' Day. It started with an argument between Panamanian and American students. They disagreed about whether the Panamanian flag should be flown at Balboa High School in the Canal Zone. During this dispute, the Panamanian flag was accidentally torn.

This incident led to four days of fighting between civilians and the US Army. Sadly, 22 Panamanians and four Americans died. After these events, President Chiari made a big decision. He broke off diplomatic relations with the United States. Panama was the first country in Latin America to do this. This action pushed for new talks between Panama and the U.S. These talks eventually led to the 1977 Torrijos-Carter Treaties. These treaties meant that the Canal Zone would be closed. It also meant that the U.S. would give control of the Panama Canal to Panama on December 31, 1999. Because of his strong actions, Chiari is often called el presidente de la dignidad, which means "The President of Dignity."

After Being President

After his term ended, Roberto Chiari stepped away from public life. He went back to working in his private businesses. He also served as the president of the Industrial Syndicate from 1967 to 1969.
