Izzet Mehmet Pasha was born in a town called Safranbolu. Today, this town is in Karabük Province, Turkey. His uncle was a high-ranking naval officer called a Kapudan Pasha. His uncle's name was Hacı Benli Mustafa Paşa.
In 1759 or 1760, Izzet Mehmet Pasha moved to Istanbul. He went there to work with his uncle. Later, in 1778, he married the daughter of another important official, Halil Hamid Pasha. This made him Halil Hamid Pasha's son-in-law.

He held this powerful role for almost four years. However, on August 30, 1798, he was removed from his position. After this, he was sent away to Chios, which is now a Greek island. Later, he was moved to Manisa. He passed away in Manisa on September 19, 1812.
