Sam Hou Fai (Chinese: 岑浩輝) is an important person in Macau, China. He is currently the Chief Executive of Macau. This is like being the leader of the government. Before this, he was the first President of the Court of Final Appeal of Macau. This is the highest court in Macau.
Early Life and Education
Sam Hou Fai was born in May 1962 in China. He grew up in a city called Zhongshan. In 1978, he started university. He began studying law in 1981. He earned his law degree from Peking University in Mainland China.
After working as a lawyer in China, he moved to Macau in 1986. He continued his studies at the University of Coimbra. In 1995, he joined the Public Prosecutions Office of Macau. Sam Hou Fai was seen as one of the future leaders for Macau.
Legal Career
In 1997, Sam Hou Fai became a judge at the Court of First Instance. He was also chosen to be a member of the Council of Justice.
On December 20, 1999, the Chief Executive appointed him. He became the President of the Court of Final Appeal. This is a very important role in Macau's legal system. He also held other important positions. These included President of the Council of the Judicial Magistrates. He was also a member of the Independent Commission on the Recommendation of Judges.
Political Career
On August 26, 2024, the current Chief Executive, Ho Iat Seng, announced something big. He said that Sam Hou Fai was leaving his job as President of the Court of Final Appeal. This was because Sam Hou Fai wanted to run in the 2024 Chief Executive election. He officially announced his plan to run on August 28, 2024.
Sam Hou Fai received many nominations from the Electoral Committee. He got 386 out of 400 nominations. This was 96.5% of the members. This meant he was the only person running for Chief Executive. On October 13, he won the election. He received 394 out of 400 votes. He is the first Chief Executive of Macau who was born in Mainland China. He also does not have a business background.

Economy of Macau
Sam Hou Fai has talked about Macau's economy. He said that the gaming centers (casinos) have become too important. He mentioned that the tourism and gaming industry grew too fast. This caused problems like not enough workers. It also limited job choices for young people. He believes Macau needs to find other ways to grow its economy.
Sam Hou Fai promised to help local businesses grow for a long time. He also said that connecting with China's national development is key. He believes this is the most important plan for Macau's future.
