He was also the President of the Maryland Senate from 1987 to 2020. This means he led the state Senate for a very long time. In fact, he was the longest-serving Senate President in Maryland's history. For a while, he was even the longest-serving state Senate president in the entire United States!

In 1975, he was elected to the Maryland Senate, where he served for many years. Because he was the longest-serving Senate President, the Senate office building in Annapolis was named after him.
Mike Miller was also a strong supporter of colleges and universities in Maryland. Because of his efforts, the Main Administration Building at his old school, the University of Maryland, College Park, was named the "Thomas V. Miller Administration Building" on June 29, 2020.
In October 2019, he announced that he would step down from his leadership role as Senate President. He said this was because he was tired from his health treatments. He planned to finish his term as a state senator. On December 23, 2020, he officially resigned from the Senate due to his health.
