Tortolita was a place in Pima County, Arizona, USA. It was known as a "census-designated place" (CDP). This means it was an area identified by the government for counting people, but it was not an officially incorporated town. In the year 2000, about 3,740 people lived there.

Tortolita was located between two growing towns: Oro Valley and Marana. During the 2000s, most of Tortolita's land became part of these two towns. The parts that were not taken over are still part of Pima County.

Becoming a Town

In 1997, the people living in Tortolita voted to become their own town. They wanted to be called the Town of Tortolita.

Why the Plan Failed

Arizona had a law in 1997 that allowed areas close to other towns to become their own towns without needing permission from those neighbors. However, this law was later found to be against the state's constitution. Because of this, Tortolita's plan to become a town was stopped.
