For many years, starting in the 1940s, people living in Winnebago got their water and sewer services from the Winnebago Mental Health Institute. This institute itself gets its water from the City of Oshkosh. The city of Oshkosh officially took over the area where the institute is located in 1998.
In 2017, there was a change regarding these services. Some residents received a letter from the state of Wisconsin. The letter explained that the way water and sewer services were provided by the institute would change starting August 1, 2017. The institute had been talking with the local town and city to find a good solution for everyone.
