Xu Chongde (born January 15, 1929 – died March 3, 2014) was a very important expert in law and government in China. He was also a professor and a member of the Communist Party of China. He helped shape many of China's laws.

Who Was Xu Chongde?

Xu Chongde was born in Qingpu, Shanghai, on January 15, 1929. He loved learning about laws. He studied law at Fudan University and finished his studies in 1951.

His Teaching Career

After graduating, Xu Chongde continued his studies and then started teaching at the Renmin University of China. From 1971 to 1978, he taught about the history of the Communist Party of China at Beijing Normal University.

Later, he went back to Renmin University. There, he led the teaching and research about China's main set of laws, called the Constitution. He also helped students who were studying for advanced degrees. In 1986, he became a full professor and helped students get their highest degrees. He retired in February 2000 and became an honorary professor, which means he was still highly respected by the university.

Helping Write China's Laws

Xu Chongde was very involved in writing and changing China's laws. He helped create the first Constitution of the People's Republic of China in 1954. He also helped make changes to this important law between 1980 and 1982.

He was chosen by a powerful government group, the National People's Congress Standing Committee, to help write special laws for Hong Kong and Macau. These special laws are called the Hong Kong Basic Law (started in 1985) and the Macau Basic Law (started in 1988). These laws explain how Hong Kong and Macau would be governed after they became part of China again.

Xu Chongde also joined groups that helped prepare Hong Kong (in 1995) and Macau (in 1998) to become Special Administrative Regions (SARs). He was there when these two special regions were officially set up.

Important Lectures

In June 1998, he gave a special talk about law to the National People's Congress Standing Committee. In December 2002, he gave the very first lecture about the Constitution to a very important group in China's government, the Politburo of the Communist Party of China.

Xu Chongde passed away on March 3, 2014, in Beijing, when he was 85 years old.
