Ülle Madise (born 11 December 1974) is an Estonian legal expert, professor, and leader who serves as the seventh President of Estonia. Before taking on the role of president, she worked for over ten years as the country's Chancellor of Justice. In this important legal position, her main task was to protect basic freedoms, fairness, and the country's most fundamental rules. She has dedicated most of her career to explaining laws clearly, helping the public understand government decisions, and teaching young students at national universities. Because she does not belong to any political party, she acts as an independent leader who represents every citizen equally across the nation.

Early Life and Growing Up in Tartu

Ülle Madise was born with the family name Anton in the historic university town of Tartu. At the time of her birth, her homeland was known as the Estonian SSR, which was a region inside the larger Soviet Union. Her father, Tõnu Anton, was a respected legal figure who later worked as a judge on the Supreme Court of Estonia. Growing up in a household that valued fairness, she developed a deep fascination with how community guidelines help society function peacefully.

She attended school in her hometown and finished her studies at the Descartes High School in 1993. Even as a student, she enjoyed reading complex texts, learning about civic duties, and discovering how ordinary people solve disputes through written rules.

Academic Journey and University Studies

Madise decided to study legal subjects at the prestigious University of Tartu, the oldest and most famous educational center in the nation. She worked diligently and earned her undergraduate degree with top honors, known as cum laude, from the Faculty of Law in 1998. During these university years, she explored how rules protect personal freedom while keeping communities safe and organized.

She continued her education by working toward an advanced master's degree at the same institution. In 2001, she successfully presented her research thesis about how local city and town councils function under the Constitution of Estonia. Her studies focused on how the 1992 foundational document shields municipal leaders from unnecessary outside control, letting them solve neighborhood issues directly.

Between 2001 and 2006, Madise worked toward the highest academic level as a doctoral researcher. She completed her dissertation in 2007 at the Tallinn University of Technology, examining how elections and political parties work together alongside modern technology like E-democracy. After finishing this extensive research, the university granted her a PhD degree in public administration.

Career in Law and Public Service

Even before completing her advanced degrees, Madise began working for the national government. In 1997, she joined the Ministry of Justice as a public law specialist. Within a single year, her hard work and clear thinking led to a promotion, making her the head of that entire department until 2002. During this period, she drafted important legal materials and advised government leaders on how to build a fair modern society.

She also helped members of the national parliament, known as the Riigikogu, by serving as an adviser to its constitutional committee. Later, she offered expert legal advice directly to the President of Estonia from 2009 until 2015. Alongside these official government posts, she spent many years teaching university classes. She worked as a lecturer and later became a full professor of constitutional law at the University of Tartu and the Tallinn University of Technology, inspiring thousands of future legal scholars.

Protecting Citizens as Chancellor of Justice

In early 2015, Madise stepped into one of the most critical legal offices in the country: the Chancellor of Justice. The parliament chose her to act as an impartial guardian of the Constitution of Estonia. In this special role, the chancellor must remain completely neutral from political rivalries. The office exists to defend human and social rights, maintain human dignity, and make sure every government agency follows the rule of law.

Madise held this office for more than eleven years after being reappointed for a second term in late 2021. As chancellor, she reviewed proposed laws before they took effect to confirm that they respected citizen privacy and basic equality. She frequently defended public privacy regarding digital records, electronic identity cards, and unfair taxes. Her work extended beyond national borders; she represented her homeland on the European Commission against Racism and Intolerance and worked on the world board of the International Ombudsman Institute.

Reaching the Public and Free Time

Madise always believed that legal topics should be easy for regular families and children to understand. Between 2009 and 2018, she co-hosted two popular science and current events shows on the national radio station Radio Kuku. On these programs, she explained how science, logic, and laws influence modern daily life.

When she is not reading official documents or delivering university lectures, Madise loves spending quiet hours in nature. She especially enjoys watching educational wildlife and nature documentaries to learn about animals and ecosystems around the globe. She also served on the leadership board of the Estonian Academy of Arts, showing a strong appreciation for creative culture, painting, and design.

Presidency of Estonia

On 2 September 2026, members of the Riigikogu gathered for the 2026 Estonian presidential election. After reviewing her long career as a fair defender of the legal system, lawmakers elected Madise to replace outgoing leader Alar Karis.

She officially took the oath of office on 12 October 2026, becoming the seventh President of Estonia. Working alongside Prime Minister Kristen Michal, she serves as the nation's head of state, representing the country during international summits, welcoming foreign ambassadors, and ensuring that all new laws follow the national constitution.
