Anatoly Ivanovich Lukyanov (Russian: Анатолий Иванович Лукьянов) was an important Russian politician. He was born on May 7, 1930, and passed away on January 9, 2019. He served as the Chairman of the Supreme Soviet of the USSR from March 15, 1990, to September 4, 1991. The Supreme Soviet was like the main parliament or law-making body of the Soviet Union.

Lukyanov was also one of the people who helped start the Communist Party of the Russian Federation (CPRF) in 1993. He was an early friend and political helper of Mikhail Gorbachev, who was a very famous leader of the Soviet Union. Lukyanov supported Gorbachev's ideas to fight corruption and start economic changes. He also wrote poetry under his own name and other names like Osenev and Dneprov.

Early Life and Education

Anatoly Lukyanov was born in Smolensk, a city in Russia, on May 7, 1930. His father was an officer in the Red Army and sadly died during World War II.

Lukyanov studied law at Moscow State University. He graduated in 1953. While he was there, he was also part of the Komsomol, which was the Communist Youth League. This was a group for young people who supported the Communist Party. At university, he became good friends with Mikhail Gorbachev. This friendship was important for his future political career. Lukyanov continued his studies and earned advanced degrees in law.

Starting His Career

After finishing his education, Lukyanov worked as a legal adviser. From 1956 to 1961, he helped the Soviet Council of Ministers with legal matters. He also advised the Supreme Soviet of the Soviet Union on how to write new laws. He worked on important questions about constitutional law.

Lukyanov also gave advice to the governments of Poland and Hungary. These countries were allies of the Soviet Union at the time. Being based in Moscow, the capital, helped him stay at the center of government activities.

Important Political Roles

Lukyanov played a big part in creating the 1977 Soviet Constitution. This new constitution replaced an older one from 1936. From 1977 to 1983, he was the Chief of the Secretariat of the Supreme Soviet of the USSR. This meant he managed the daily work of the Supreme Soviet.

He was also a key member of the Central Auditing Commission of the Communist Party of the Soviet Union. This group checked how the Communist Party's money and rules were being followed. In January 1987, he became a secretary of the CPSU Central Committee. This was a very powerful group within the party. In September 1988, he became a candidate member of the Politburo, which was the top decision-making body.

In March 1989, Lukyanov was chosen as the vice-chairman of the Supreme Soviet of the Soviet Union. The next year, he became its chairman. This was a very high position in the Soviet government.

Later Political Life

After the Soviet Union ended, Lukyanov helped create the Communist Party of the Russian Federation in 1993. He became a senior adviser to the party's leader, Gennady Zyuganov. He also served as the Chairman of the Central Advisory Council for the party.

Lukyanov was elected as a deputy to the State Duma of the Russian Federation three times. He served in the Duma from 1993 to 2003. The State Duma is like the lower house of the Russian parliament. His last political job was as the Chairman of the Duma Committee on Constitutional Law. After 2003, he stopped participating in elections.
