Andrew Hill Card Jr. (born May 10, 1947) is an American politician and university leader. He is best known for serving as the White House Chief of Staff for President George W. Bush. This important job meant he helped manage the daily work of the White House. He held this role from 2001 to 2006.
Before that, Card was the United States Secretary of Transportation under President George H. W. Bush from 1992 to 1993. After his time in the White House, he became the president of Franklin Pierce University in 2014, retiring in 2016.

Early Life and Education
Andrew Card was born on May 10, 1947. He grew up in Holbrook, Massachusetts. As a young person, he was active in the Boy Scouts of America. He even earned the rank of Life Scout, which is a high achievement.
After graduating from Holbrook High School in 1965, he went to the United States Merchant Marine Academy. He later earned a Bachelor of Science degree in civil engineering from the University of South Carolina in 1971. He also studied at Harvard University's John F. Kennedy School of Government.
Career in Public Service
Andrew Card has had a long career in both government and private business.
Starting in Politics
Card began his political career in Massachusetts. He served in the Massachusetts House of Representatives from 1975 to 1983. This means he was a lawmaker for his home state. In 1982, he tried to become the Governor of Massachusetts, but he did not win the election.
Working for Presidents
Card worked for three different U.S. presidents.
Under President Ronald Reagan
Card first worked in the White House for President Ronald Reagan. He was a special assistant who helped connect the President with state and local government leaders.
Under President George H. W. Bush
From 1989 to 1992, Card was the Deputy Chief of Staff for President George H. W. Bush. This role meant he helped the Chief of Staff manage the White House.
Then, from 1992 to 1993, Card became the 11th United States Secretary of Transportation. As Secretary, he was in charge of things like roads, railways, and air travel for the country. In 1992, he helped lead the government's efforts to help people after Hurricane Andrew. He also managed the changeover from President Bush's team to the new Clinton administration.
Under President George W. Bush
In 2000, Andrew Card helped organize the 2000 Republican National Convention. This is where the Republican Party officially chooses its candidate for president.
On January 20, 2001, Card became the White House Chief of Staff for President George W. Bush. This is one of the most powerful jobs in the White House. The Chief of Staff manages the President's schedule, staff, and daily operations.
A very important moment in his career happened on September 11, 2001. Card was with President Bush when he received the news that a second plane had hit the World Trade Center. He famously whispered to the President, "A second plane hit the second tower. America is under attack."
Card served as Chief of Staff for over five years. This was the second-longest time anyone had held that job. He resigned on April 14, 2006.
After Government Service
After leaving the White House, Card continued to be involved in public life and education.
In 2011, he became the acting dean of The Bush School of Government and Public Service at Texas A&M University. This school teaches students about government and public service.
In 2014, Card was chosen to be the fifth president of Franklin Pierce University in New Hampshire. He led the university until he retired from that position in the summer of 2016.
Since December 2023, Card has been the Chief Executive Officer of the George & Barbara Bush Foundation. This foundation works to preserve the legacy of President George H. W. Bush and First Lady Barbara Bush.
Private Sector Work
Between his government roles, Card also worked in the private sector. From 1993 to 1998, he was the president of the American Automobile Manufacturers Association (AAMA). This group represented big car companies like Chrysler, Ford, and General Motors. Later, he was a Vice President for General Motors, handling their government relations.
He also serves on the board of directors for Union Pacific Railroad. This means he helps guide the decisions of one of the largest railroad companies. He also joined the board of Draganfly, a company that makes drones (Unmanned Aerial Vehicles).
Personal Life
Andrew Card is married to Reverend Kathleene Card. They live in Jaffrey, New Hampshire. They have three grown children and six grandchildren.
