Andrew Hill Card Jr. (born May 10, 1947) is an American politician and university leader. He is best known for serving as White House Chief of Staff for President George W. Bush from 2001 to 2006. Before that, he was the United States Secretary of Transportation under President George H. W. Bush from 1992 to 1993.

After his time in government, Card worked in education. He was the acting dean of the Bush School of Government and Public Service at Texas A&M University from 2011 to 2013. Later, he became the president of Franklin Pierce University in 2014, a role he held until 2016.

Early Life and Education

Andrew Card Jr. was born on May 10, 1947. He grew up in Holbrook, Massachusetts. As a young person, he was active in the Boy Scouts of America. He earned the rank of Life Scout, which is a high achievement in scouting.

After graduating from Holbrook High School in 1965, he attended the United States Merchant Marine Academy. He then went to the University of South Carolina, where he earned a Bachelor of Science degree in civil engineering in 1971. He also studied at the John F. Kennedy School of Government at Harvard University.

Career Highlights

Starting in Politics

Andrew Card began his political career in his home state. He served in the Massachusetts House of Representatives from 1975 to 1983. This was his first experience as an elected official.

Working in Private Business

After his time as Secretary of Transportation, Card worked in the private sector. From 1993 to 1998, he was the president and chief executive officer of the American Automobile Manufacturers Association (AAMA). This group represented major car companies like Chrysler, Ford, and General Motors.

Later, from 1999 until 2001, Card was a Vice President at General Motors. In this role, he managed the company's relationships with governments around the world. He also represented GM's interests before the United States Congress and the President's administration.

Today, Card serves on the board of directors for Union Pacific Railroad. He also joined the board of Draganfly in 2019, a company that makes drones.

Andrew Card held important positions in the White House under three different presidents.

Under President Ronald Reagan

Card first worked in the White House during President Ronald Reagan's time. He was a special assistant and later a director, helping the President connect with governors, mayors, and other state and local leaders.

Under President George H. W. Bush

From 1989 to 1992, Card served as Deputy Chief of Staff for President George H. W. Bush. This role meant he helped manage the daily operations of the White House.

From 1992 to 1993, Card became the 11th United States Secretary of Transportation. As Secretary, he was in charge of transportation systems across the country. In 1992, he helped coordinate disaster relief after Hurricane Andrew. He also managed the smooth transfer of power when President Bush's term ended.

Under President George W. Bush

In 2000, Andrew Card helped organize the 2000 Republican National Convention in Philadelphia. This is where the Republican Party officially chose its candidate for president.

On January 20, 2001, Card became the White House Chief of Staff for President George W. Bush. This is a very powerful job, as the Chief of Staff manages the White House staff and helps the President with his daily schedule and decisions.

A famous moment in Card's career happened on September 11, 2001. He was the one who quietly told President Bush that a second plane had hit the World Trade Center, confirming that a terrorist attack was happening. Card later said he whispered, "A second plane hit the second tower. America is under attack."

Card served as Chief of Staff for over five years, which is one of the longest times anyone has held that position. He resigned on March 28, 2006.

After Government Service

After leaving the White House, Card continued to be involved in public life and education. In 2007, he received an honorary degree from the University of Massachusetts Amherst.

He considered running for a United States Senate seat in Massachusetts in 2010 but decided not to. Instead, he supported Scott Brown, who won the election.

From 2011 to 2013, Card was the acting dean of the Bush School of Government and Public Service at Texas A&M University. This school teaches students about government and public service.

In 2014, Andrew Card was chosen to be the fifth president of Franklin Pierce University in New Hampshire. He led the university until he retired from that role in the summer of 2016.

Since December 2023, Card has been the Chief Executive Officer of the George & Barbara Bush Foundation. This foundation works to promote the legacies of President George H. W. Bush and First Lady Barbara Bush.

Personal Life

Andrew Card is married to Reverend Kathleene Card. They live in Jaffrey, New Hampshire. They have three grown children and six grandchildren.
