António Manuel Mascarenhas Gomes Monteiro (born February 16, 1944 – died September 16, 2016) was an important leader from the country of Cape Verde. He was the first president of Cape Verde to be chosen by the people in a fair election. He served as president for two terms, from March 22, 1991, to March 22, 2001.

Early Life and Education
António Mascarenhas Monteiro was born in a place called Ribeira da Barca in 1944. He later moved to Belgium to study at a university. He earned a law degree from the Catholic University of Leuven.
Political Career
Before becoming president, Monteiro held several important jobs in the government. From 1977 to 1980, he was the Secretary-General of the National Assembly. This is like the country's parliament, where laws are made. Then, from 1980 to 1990, he was the President of the Supreme Court of Justice. This is the highest court in the country.
Becoming President of Cape Verde
Monteiro was part of a political group called the Movement for Democracy. In 1991, he became the first president of Cape Verde to be elected in a multi-party election. This means that more than one political party could run for president, and the people got to choose their leader. He won against the previous president, Aristides Pereira.
In 1995, President Monteiro honored a famous writer from Cape Verde's past, Eugénio Tavares. He gave him the Medal of the Ordem do Vulcão, which is a special award.
Monteiro was re-elected for his second term in 1996. He ran without anyone opposing him and received a lot of votes. After serving two five-year terms, he decided to step down in 2001. In the election that year, the candidate from his party, Carlos Veiga, lost to Pedro Pires.

Monteiro was also a member of the Global Leadership Foundation. This group helps support good leaders around the world. They work to prevent conflicts and promote good ways of governing countries. They do this by sharing the experiences of former leaders with today's leaders. It's a group of former heads of government and other important officials who help current leaders with issues related to how their countries are run.
Personal Life
António Mascarenhas Monteiro was married to Antonina Mascarenhas Monteiro, who was also known as Tuna Mascarenhas. She was the former First Lady of Cape Verde. She passed away in 2009 at the age of 65. They had three children named Marisa, Gamal, and Liliana.
Monteiro himself died on September 16, 2016, when he was 72 years old. He passed away from kidney cancer and was buried in the city of Assomada on September 18.
