Felix Barry Moore (born September 26, 1966) is an American politician. He is a U.S. Representative for Alabama's 1st congressional district. He has held this position since 2025. This district covers several counties in Alabama, including Baldwin, Coffee, and most of Mobile. The largest city in the district is Mobile. Before becoming a U.S. Representative, Moore served in the Alabama House of Representatives from 2010 to 2018.

Moore first ran for the U.S. Congress in 2018. He ran for Alabama's 2nd congressional district but did not win the primary election. In 2020, he ran again for the same district when the seat became open. He won the primary election and then defeated his opponent, Phyllis Harvey-Hall, in the main election. In 2024, due to changes in district maps, Moore ran in Alabama's 1st congressional district. He won the primary election against another sitting representative, Jerry Carl.

Early Life and Education

Barry Moore was born in Coffee County, Alabama, on September 26, 1966. He grew up on a farm in Coffee County. He attended Enterprise State Community College. Later, he went to Auburn University. In 1992, he earned a Bachelor of Science degree in agricultural science. While studying at Auburn, Moore joined the Alabama National Guard.

Early Career

In 1998, Moore started his own company, Barry Moore Industries. This company focused on handling waste.

Moore began his political career in 2010. He was elected to the Alabama House of Representatives. He won against the Democratic representative at that time, Terry Spicer.

Elections for Congress

2018 Election

In 2018, Moore ran for the U.S. House of Representatives. He challenged the person already holding the seat for Alabama's 2nd congressional district. He finished third in the Republican primary election.

2020 Election

Moore ran for Congress again in 2020. The seat for the 2nd district was open because the previous representative decided not to run again. Moore came in second in the first Republican primary election. He then won the runoff election against Jeff Coleman. After winning the primary, he defeated the Democratic candidate, Phyllis Harvey-Hall, in the general election. He won with 65.2% of the votes.

2022 Election

Moore ran for reelection in 2022. He did not face any opponents in the Republican primary. In the general election, he again ran against Phyllis Harvey-Hall. He was reelected for his second term, winning with 69% of the votes.

2024 Election

In 2024, the congressional districts in Alabama were redrawn because of a court decision. This change placed Moore into Alabama's 1st congressional district. This meant he would run against Jerry Carl, who was already the representative for that district. Moore announced in October 2023 that he would challenge Carl. In the Republican primary on March 5, 2024, Moore won the nomination. He narrowly defeated Carl, even though the new district included more of Carl's former voters.

On January 6, 2021, Moore voted against confirming the results of the 2020 U.S. presidential election in Congress. He was one of many Republican lawmakers who voted to overturn the election results. In February 2021, Moore voted against the American Rescue Plan. He called it a "blue state bailout." He also supported a bill that would stop funding for state and local governments that used stay-at-home orders during the pandemic.

In March 2021, Moore was one of 14 House Republicans who voted against a measure that condemned the 2021 Myanmar coup d'état. In June 2021, he was one of 21 House Republicans who voted against giving the Congressional Gold Medal to police officers who defended the U.S. Capitol on January 6. Also in June 2021, Moore was one of 49 House Republicans who voted to end the Authorization for Use of Military Force against Iraq from 2002.

In July 2021, Moore voted against the ALLIES Act. This bill would have increased the number of special visas for allies of the U.S. military during its time in Afghanistan. The bill passed in the House. Later, in August 2021, after the Taliban took control of Afghanistan, Moore said the American withdrawal was "a painful betrayal of our Afghan allies."

As of January 2022, Moore had voted in line with President Joe Biden's positions 6% of the time. In February 2023, Moore introduced a bill to make the AR-15-style rifle the National Gun of the United States.
