Hatice Beril Dedeoğlu (born December 9, 1961 – died March 13, 2019) was a smart Turkish academic. She worked as the Minister of European Union Affairs in a special government called the interim election government. This government was led by Prime Minister Ahmet Davutoğlu from September 22 to November 17, 2015.

She took over from the previous minister, Ali Haydar Konca, after he resigned. Beril Dedeoğlu served until a new government was formed after the November 2015 election. The rules said she had to be independent, meaning she didn't belong to any political party. She was also one of only two women in that special government.

As the Minister of European Union Affairs, she also had another important job. She was the main person representing Turkey in talks about Turkey joining the European Union. This role was called the Chief Negotiator for Turkey's EU accession.

Early Life and Education

Hatice Beril Dedeoğlu was born in Ankara, Turkey, in 1961. She went to a famous school in Istanbul called Galatasaray High School. After that, she studied International Relations at Istanbul University.

Besides her work as a professor, she also wrote articles for newspapers. She shared her ideas about world events in newspapers like Star and Today's Zaman. She had also written for other newspapers before.

Academic Career and Teaching

Beril Dedeoğlu started her career helping a professor. In 1995, she began working at Galatasaray University in the International Relations Department. She became a "docent" (a type of associate professor) in 1999 and a full "professor" in 2005.

In 2005, she became the head of the International Relations Department at Galatasaray University. She also taught classes at other universities, including Kadir Has University, Istanbul Aydın University, and Hasan Kalyoncu University. She wrote many books and articles for academic journals. You might have also seen her on TV news shows like Samanyolu Haber and TRT Haber.

In 2012, the President of Turkey, Abdullah Gül, chose her to be part of the Council of Higher Education (YÖK). This council helps manage universities and higher education in Turkey.

Working for Peace

In December 2012, the Turkish government started talking about peace with a group called the Kurdistan Workers' Party (PKK). This was part of something called the "solution process." The goal was to end a long conflict in the southeastern part of Turkey.

To help with this, a "wise people committee" was created. This committee had experts and academics who would report on how the peace talks were going. Beril Dedeoğlu was chosen to be the Vice Chairman for the committee representing the Central Anatolia Region. She helped organize meetings and visits in that region during 2013 to support the peace efforts.

Minister of European Union Affairs Role

In June 2015, there was a general election in Turkey. No single political party won enough votes to form a government easily. Because of this, a special "interim election government" had to be formed, as required by the Turkish Constitution. This was the first time such a government was formed in Turkey's history.

Prime Minister Ahmet Davutoğlu formed this government. He invited politicians from all parties to join. However, only his own party and the Peoples' Democratic Party (HDP) agreed to take part.

A short time after the government was formed, the HDP ministers resigned. This left two important jobs open, including the Minister of European Union Affairs. Beril Dedeoğlu was then chosen to become the Minister of European Union Affairs. She replaced Ali Haydar Konca. As the Constitution required, she was an independent person, not linked to any political party.

Her job as Minister of European Union Affairs also meant she was the Chief Negotiator. This meant she led the talks for Turkey to join the European Union.

Death

Beril Dedeoğlu passed away on March 13, 2019. She was 57 years old. She died after having a brain hemorrhage about two weeks earlier.
