For Scottish elections, Blackburn is part of the Aberdeenshire West area. It is also part of the wider North East Scotland electoral region. These elections are for the Scottish Parliament, which makes laws just for Scotland.

Blackburn is also part of the East Garioch ward. A ward is a local area for voting. This ward is part of the Garioch area, which is managed by the Aberdeenshire Council. The council helps run local services.

There used to be a group called the Fintray and Kinellar Community Council. This group helped share the ideas of local people with the Aberdeenshire Council. However, Blackburn does not have a formal community council right now.
