Before Oklahoma became a state in 1907, Blackburn was located in Oklahoma Territory. This meant it had different rules than the nearby Indian Territory. Blackburn officially became an incorporated town on April 21, 1909.

For a long time, Blackburn's economy was based on farming. Today, many people who live in Blackburn travel to nearby towns like Pawnee for work. This makes Blackburn a "bedroom community," meaning people live there but work elsewhere.
