Brigi Rafini was born on March 29, 1953. He is a politician from Niger, a country in West Africa. He served as the Prime Minister of Niger for ten years, from 2011 to 2021.

Mr. Rafini comes from Iférouane in the Agadez Region of Niger. He is a member of the Tuareg people, an ethnic group mainly found in the Sahara Desert. He was the first Tuareg person to hold the office of Prime Minister in Niger. Before becoming Prime Minister, he was the Minister of Agriculture in the late 1980s. He also served as the Fourth Vice-President of the National Assembly of Niger from 2004 to 2009.

Early Life and Education

Brigi Rafini was born in 1953 in a place called Iférouane. At that time, this area was part of the Colony of Niger, which was controlled by France. He went to primary and secondary school in Iférouane and Agadez.

Studying Public Administration

Mr. Rafini studied at the National School of Administration (ENA) in Niamey, Niger's capital. He attended from 1971 to 1974. Later, he returned for more advanced studies from 1978 to 1981. In 1983, he spent a year studying in Paris, France, at the French International Institute of Public Administration (IIAP). He went back to Paris again from 1994 to 1995 to study at the French National School of Administration (ENA). These schools helped him learn how to manage public services and government.

Political Journey

Brigi Rafini is a very experienced government official and politician. Over the years, he has been part of four different political parties. This shows his long career in public service.

Joining Different Parties

  • He was a member of the National Movement for the Development of Society (MNSD) when it was the only political party in Niger, from 1989 to 1991.
  • Later, he joined a new group called the Nigerien Alliance for Democracy and Progress (ANDP). This happened during a time when Niger was becoming more democratic (1993–1996).
  • He also helped create the Rally for Democracy and Progress (RDP-Jama'a) party. This party was in power when Ibrahim Baré Maïnassara was president (1996–1999).
  • While with the RDP, he served as a member of parliament and an officer in the assembly from 1999 to 2009.
  • More recently, he joined the Nigerien Party for Democracy and Socialism (PNDS). This party won the elections in 2011.

Serving as Prime Minister

On April 7, 2011, Mahamadou Issoufou became the new President of Niger. President Issoufou had won the presidential election earlier that year. Soon after taking office, he chose Brigi Rafini to be the new Prime Minister.

Forming a New Government

On April 21, 2011, the new government led by Prime Minister Rafini was officially announced. This government included 23 members who would help run the country. On April 2, 2016, when President Issoufou was sworn in for his second term, he once again appointed Brigi Rafini as Prime Minister. Mr. Rafini continued to serve in this important role until April 2, 2021.
