César Villanueva Arévalo was born on August 5, 1946. He is a Peruvian politician. He served as the Prime Minister of Peru two times. His first time was from October 2013 to February 2014. His second time was from April 2018 to March 2019.
Villanueva also served as the governor of the San Martín Region. He was elected to the Peruvian Congress in 2016.

Early Life and Education
César Villanueva was born in Tarapoto city, Peru. This was on August 5, 1946. He went to the National University Federico Villarreal. There, he studied administration.
Political Career
Governor of San Martín
In January 2007, César Villanueva became the governor of the San Martín Region. He won the election for this role in November 2006. He was re-elected for a second term in 2010. He served as governor until he became prime minister in 2013.
During his time as governor, he also led the National Assembly of Regional Governments. He held this position for two terms. These terms were from 2008 to 2009 and from 2012 to 2013.
Prime Minister of Peru
First Time as Prime Minister
César Villanueva first became Prime Minister of Peru on October 31, 2013. He resigned from this role on February 24, 2014. His resignation happened after disagreements about government plans. One such plan was a possible increase in the minimum wage.
He later explained that he resigned because of ongoing disagreements with other important figures in the government. He felt that his role was not fully supported.
Second Time as Prime Minister
Villanueva became prime minister for a second time in April 2018. He served under President Martín Vizcarra. He presented his resignation in March 2019. Salvador del Solar then took over the position.
Member of Congress
In the 2016 general elections in Peru, César Villanueva was elected as a congressman. He represented the San Martín Region. He was part of the Alliance for Progress political group.
