César Villanueva Arévalo was born on August 5, 1946. He is a Peruvian politician. He served as the Prime Minister of Peru two times. His first time was from October 2013 to February 2014. His second time was from April 2018 to March 2019.
Before becoming Prime Minister, he was the governor of the San Martín Region. He also served as a congressman for the San Martín region.

Early Life and Education
César Villanueva was born in Tarapoto city, Peru. This was on August 5, 1946. He went to the National University Federico Villarreal. There, he studied administration.
His Political Journey
César Villanueva has held several important roles in Peruvian politics.
Governor of San Martín
In January 2007, César Villanueva became the governor of the Department of San Martín. He won the election in November 2006. He was re-elected for a second time in 2010. He served as governor until 2013. During his time as governor, he also led the National Assembly of Regional Governments. He did this for two terms.
Becoming Prime Minister
The Prime Minister is a very important leader in Peru's government.
First Time as Prime Minister
César Villanueva first became Prime Minister of Peru on October 31, 2013. He stepped down from this role on February 24, 2014. He resigned because of disagreements about government plans. For example, there was a discussion about increasing the minimum wage.
Second Time as Prime Minister
He became Prime Minister again in April 2018. This was under President Martín Vizcarra. He resigned from this position in March 2019. Salvador del Solar took over after him.
Serving in Congress
In the 2016 general elections, César Villanueva was elected as a congressman. He represented the San Martin region. He was part of the Alliance for Progress political group. A congressman helps make laws for the country.
