Salvador Alejandro Jorge del Solar Labarthe (born 1 May 1970) is a Peruvian actor, film director, and politician. He served as the Prime Minister of Peru from March to September 2019. He worked under President Martín Vizcarra.

Salvador del Solar was born in Lima, Peru. From a young age, he loved acting. He first studied law and became a lawyer in 1994. After working as a lawyer for a year, he decided to follow his dream of acting. He joined an acting workshop and performed in many plays.

Later, he starred in several TV shows. In 2000, he became famous worldwide for playing "Captain Pantaleón Pantoja" in the movie Captain Pantoja and the Special Services. This film was based on a famous book. It was even chosen to represent Peru at the 72nd Academy Awards.

After acting for a while, Del Solar took a break. He went to New York to get a master's degree in international relations. When he finished his studies, he acted in more TV shows and movies. He also moved to Colombia and Mexico for his acting career. In 2013, he starred in The Missing Elephant. In 2014, he directed his first film, Magallanes.

After many years of promoting culture in Peru, President Pedro Pablo Kuczynski chose him to be the Minister of Culture. This happened on 5 December 2016. As minister, he worked hard to support Peruvian movies and reopened important museums. He resigned on 27 December 2017, along with other ministers. They resigned to protest a decision made by President Kuczynski.

When César Villanueva resigned as Prime Minister of Peru, President Martín Vizcarra appointed Del Solar as the new Prime Minister on 11 March 2019. During his time as Prime Minister, there was a lot of tension between the government and the Peruvian Congress. Del Solar and Vizcarra tried to find a solution to this political problem. The situation became very difficult when Congress started to choose new judges for the Constitutional Court. Del Solar asked Congress for a "vote of confidence" to change the rules for choosing these judges. Most of Congress did not listen to him and continued to elect the new judges. President Vizcarra saw this as a rejection of his government. So, on 30 September 2019, he dissolved Congress. Because of this, Del Solar resigned on the same day. Vicente Zeballos became the next Prime Minister.

Salvador del Solar is known for being the first Peruvian politician to have a major career in the film industry. He was also the youngest Prime Minister of Peru. Many people thought he might run for president in the future. However, on 31 July 2020, he announced that he would not run for president.

Early life and education

Salvador del Solar was born in Lima on 1 May 1970. His parents are Salvador del Solar Figuerola and Elvira Labarthe Flores. His great-great-grandfather, Pedro Alejandrino del Solar, was also a very important politician in Peru. He was the President of the Council of Ministers and Vice President of Peru.

Salvador went to the Santa María Marianistas School in Lima. After high school, he studied law at the Pontifical Catholic University of Peru. He graduated with honors. While studying law, he started and led a law magazine called Lus et Veritas. He also worked as an intern in several law departments. Later, he earned a master's degree in International Relations from Syracuse University in 2002. He focused on communication and intercultural negotiation.

He was also a member of the national water polo team.

Acting career

After becoming a lawyer, Salvador del Solar worked at several law firms in Lima. But after one year at his last law firm, he decided to quit and become an actor. He joined Alberto Isola's acting workshop. He then started his career in theater. He performed in plays like Hamlet and King Lear. After this, he moved to Colombia to continue acting.

In 1999, he starred with Angie Cepeda in the movie Captain Pantoja and the Special Services. This film was directed by Francisco J. Lombardi and was based on a book by Mario Vargas Llosa. The movie was very popular and received good reviews. In the same year, he starred in the TV show Pobre Diabla, again with Angie Cepeda. This TV show was a big hit in Peru and was even shown in other countries.

In 2009, he came back to Peru to act in the series The Dwarf. In 2012, Salvador returned to Peru to be a judge at the 16th Lima Film Festival. He also acted in the series El Capo 2, playing a lawyer named Rubén Castro. In 2013, Del Solar was in the movie The Missing Elephant by Javier Fuentes León. He acted alongside Colombian actors Angie Cepeda and Andrés Parra. The movie came out the next year. In 2014, Del Solar directed his first film, Magallanes.

Political career

Minister of Culture (2016–2017)

On 5 December 2016, President Pedro Pablo Kuczynski appointed Del Solar as the Minister of Culture. This was part of a change in the government's team. Many people saw Del Solar's appointment as a popular choice by Kuczynski. This happened during a time when the government was starting to have disagreements with the Peruvian Congress.

As Minister of Culture, Del Solar worked to create a new Cinema Law. This law aimed to give more money to Peruvian movies, covering up to 30% of a film's cost. Del Solar also helped with a project to improve the Museum of the Nation and build the National Museum of Lurín.

On 27 December 2017, Del Solar resigned as Minister of Culture. He resigned to protest a decision made by President Kuczynski. Other ministers also resigned at that time. His resignation was accepted on 9 January 2018. Alejandro Neyra, the former director of the National Library of Peru, took his place.

Premiership (2019)

On 11 March 2019, President Martín Vizcarra appointed Del Solar as the President of the Council of Ministers of Peru. This means he became the Prime Minister of Peru. He took over from César Villanueva, who had resigned three days earlier. Two weeks later, Del Solar met with the President of Congress, Daniel Salaverry. He announced that he would soon visit Congress to ask for a "vote of confidence."

On 4 April, Del Solar spoke to Congress. He explained the government's plans and what his team would do. He talked about the country's situation and how people were unhappy with political groups. He also shared the government's main goals: fighting corruption, making government stronger, growing the economy, and helping social development. Congress gave him the "vote of confidence" with 46 votes in favor. This was one of the smallest number of votes a new government team had received in two decades.

On 4 June, Del Solar asked Congress for a second "vote of confidence." He wanted them to discuss six new laws about political reform. These laws were proposed by President Martín Vizcarra's government. Congress approved this vote of confidence with 77 votes in favor. This happened after a strong debate between the opposition and government supporters.

Resignation and dissolution of Congress

On 30 September 2019, Del Solar went to Congress to ask for a third "vote of confidence." He wanted to change how candidates for the Constitutional court were chosen. Many people had criticized the selection process for being too fast and not clear enough. However, the Congress, led by Pedro Olaechea, decided to continue with their selection process. They said that choosing judges was only their job, not the government's. The request for a vote of confidence was put off until later that day. After two hours of debate, Gonzalo Ortiz de Zevallos was chosen for the Court with 87 votes in favor.

President Martín Vizcarra understood this as a rejection of the "vote of confidence." So, he accepted Del Solar's resignation. Then, he dissolved Congress, as allowed by the Constitution. At the same time, Congress approved a vote with 57 votes in favor to go against the President's decision. However, this decision was seen as unconstitutional because Congress had already been dissolved minutes before.

Within a few hours, Vizcarra appointed Vicente Zeballos, who was then the Minister of Justice, as the new Prime Minister. Del Solar then signed the decree to dissolve Congress. Since then, Del Solar has stepped away from politics.

Post-Premiership

Salvador del Solar is still a public figure after serving as Prime Minister of Peru for seven months. Many people in Peru see him as a possible presidential candidate for future elections. This is because of his good work in government and his popularity as a progressive politician. Experts believe his experience in dealing with the opposition in Congress is a strong point for his political future.

Del Solar first showed interest in possibly running for president. However, he has not said much about a full campaign for 2021. Recent polls showed he was a strong candidate among new political figures. Even former president Martín Vizcarra said that Del Solar's possible candidacy would be good for the country. But on 31 July 2020, in a TV interview, he said he would not run for President. He explained that he believes in teamwork and institutions, not just individual efforts.
