Mercedes Rosalba Aráoz Fernández (born 5 August 1961) is a Peruvian economist, professor, and politician. She held important roles in the Peruvian government. She served as the Second Vice President of Peru from 2016 to 2020.
Before that, she was a minister in several government departments. She was the Minister of Foreign Trade and Tourism, then Minister of Production, and finally Minister of Economy and Finance. These roles were all during the time Alan García was president.
In 2016, Mercedes Aráoz ran for Second Vice President with Pedro Pablo Kuczynski. They won the election. She also became a member of the Peruvian Congress. Later, she was appointed Prime Minister of Peru from 2017 to 2018.
After President Kuczynski resigned, Martín Vizcarra became the new President. Mercedes Aráoz continued as the only Vice President. In 2019, there was a disagreement between President Vizcarra and the Congress. This led to a difficult time for the government. Mercedes Aráoz briefly became Acting President but then stepped down. Her resignation as Vice President was accepted in May 2020.

Early Life and Education
Mercedes Aráoz was born on 5 August 1961, in Lima, Peru. She went to St. Mary's School in the Magdalena del Mar area of Lima.
She studied economics at the University of the Pacific in Lima. Later, she earned a Master's degree and a PhD in economics from the University of Miami in the United States.
Mercedes Aráoz also took special courses in foreign trade policies. She studied at Harvard University and in Buenos Aires. She also learned about coaching in Santiago, Chile.
Political Career
Mercedes Aráoz has had a long career in public service. She held several important positions in the Peruvian government.
Minister of Foreign Trade and Tourism (2006–2009)
On 28 July 2006, President Alan García named Mercedes Aráoz as the Minister of Foreign Trade and Tourism. In this role, she worked to improve trade between Peru and other countries.
She helped create free trade agreements with the European Union and other countries. These agreements made it easier for Peru to trade with nations like Canada, China, Chile, Mexico, and Japan.
Minister of Production (2009)
After her work in foreign trade, Mercedes Aráoz became the Minister of Production on 11 July 2009. This role focused on helping Peruvian industries grow.
Minister of Economy and Finance (2009–2010)
In December 2009, Mercedes Aráoz was appointed Minister of Economy and Finance. She was the first woman in Peru to hold this important position. This ministry manages the country's money and economy.
During her time as Minister, she focused on promoting projects that built new infrastructure. These projects included roads and public services. Her work helped the Peruvian economy continue to grow, even during a global financial crisis.
2011 Presidential Nomination
In 2010, Mercedes Aráoz was chosen to run for president for the American Popular Revolutionary Alliance (APRA) party. She accepted the nomination in November 2010.
However, she had disagreements with some party leaders. Because of these issues, she decided to withdraw her nomination on 16 January 2011. After this, she took a break from politics for a while.
Congresswoman and Vice President
In the 2016 Peruvian general election, Mercedes Aráoz returned to politics. She ran for Congress and for Second Vice President with the Peruvians for Change party. She was elected to both positions.
Vice Presidency (2016–2020)
As Second Vice President, Mercedes Aráoz took on several important tasks. In August 2016, she led a special group for the APEC Peru 2016 meeting. This group made sure Peru was ready to host the international event.
In August 2017, she also became a Commissioner for Peru's process to join the OECD. The OECD is a group of countries that work together to improve their economies.
Prime Minister of Peru (2017–2018)
In September 2017, Mercedes Aráoz was sworn in as the Prime Minister. This is a very important role in the government. She held this position until April 2018.
Academic Career
Besides her political work, Mercedes Aráoz is also a respected professor. She is a Principal Professor of International Economy at the University of the Pacific. She is also part of the university's Research Center.
She also teaches at the Diplomatic Academy of Peru. This academy trains future diplomats.
Mercedes Aráoz has worked as a consultant for many international groups. These include the World Bank and the Organization of American States (OAS). From 2011 to 2015, she was the Country Representative for the Inter-American Development Bank (IADB) in Mexico City.
