Yehude Simon Munaro (born 18 July 1947) is a Peruvian politician. He has held several important roles in Peru's government. He was the Governor of the Lambayeque Region from 2003 to 2008. Later, he served as Prime Minister from 2008 to 2009. He was also a Congressman for Lambayeque between 2011 and 2016.

Early Life and Education
Yehude Simon was born in Lima, Peru. His family later moved to Chiclayo to start a shoe business. He went to Colegio Manuel Pardo for his early schooling. After that, he studied Veterinary Medicine at the Universidad Nacional Pedro Ruiz Gallo. This university is located in the city of Lambayeque. He later became a teacher there.
Simon is married to Nancy Valcárcel, who is a painter from Chiclayo. They have four children: Jessica, Yehude, Yusef, and Yail. He also has ten grandchildren.
Political Career
Starting in Politics
Yehude Simon began his political journey in 1983. He ran to become the Mayor of Chiclayo with a group called the United Left. He came in second place in that election.
In the 1985 elections, he was chosen to be a Deputy for the Lambayeque Region. This meant he served in the Chamber of Deputies from 1985 to 1990. During this time, he worked on committees related to justice and human rights.
In 1991, he started a group called the Free Patriotic Movement. This group was later linked to a rebel movement.
Time in Prison
On 11 June 1992, Yehude Simon was arrested. He was accused of supporting a rebel group. He was sentenced to 20 years in prison. He spent eight and a half years there.
During his time in prison, human rights groups like Amnesty International asked for his release. In November 2000, he was pardoned and set free. This happened during a time when the government was changing.
Governor of Lambayeque
After his release, Simon ran for Governor of the Lambayeque Region in 2002. He won the election. During his first four years as governor, his government worked on projects mainly in rural areas. One important project was the Olmos Project.
In 2006, he ran for governor again and won for a second time. He defeated the Peruvian Aprista Party in both elections. Since July 2008, he has been the leader of the Peruvian Humanist Party.
Prime Minister of Peru
On 14 October 2008, Yehude Simon became the President of the Council of Ministers. This role is similar to a Prime Minister. He took over from Jorge del Castillo. President Alan García chose Simon to help bring different political groups together.
Resignation as Prime Minister
In June 2009, Simon announced he would step down as prime minister. This followed protests and violence over land rights for Amazonian Indigenous people. He resigned on 10 July 2009. Javier Velásquez took his place the next day.
Simon apologized to the Indigenous people. He said the government had not talked enough with them before passing certain laws. These laws were meant to make it easier for foreign companies to explore the Amazon for oil, gas, and wood. Simon promised to work to change these laws in Congress.
Congressman (2011–2016)
In the 2011 general election, Simon was elected as a Congressman for Lambayeque. He was part of the Alliance for the Great Change political group. He also served as the Second Vice President of Congress from 2011 to 2012.
Later Arrest
On 24 January 2020, Simon was temporarily held for questioning. This was related to accusations of accepting money from a company called Odebrecht for the Olmos Project. He was later placed under house arrest for 36 months.
