The First Plenković cabinet was the 14th government of Croatia. A cabinet is a group of top government officials, like ministers, who help the Prime Minister run the country. This cabinet was formed on October 19, 2016, after the election that year. It was led by Prime Minister Andrej Plenković. This government worked until July 23, 2020, when a new government, also led by Plenković, took over.

How the Government Was Formed
When Andrej Plenković became Prime Minister, he chose some ministers who had already served in the previous government. Eight ministers from the earlier cabinet stayed on. For example, Zdravko Marić continued as the Minister of Finance. Tomo Medved also stayed as the Minister of Croatian Veterans.
At first, this government was a partnership, or coalition, between two main political parties: the Croatian Democratic Union (HDZ) and Bridge of Independent Lists (Most). The Croatian Parliament approved this new government on October 19, 2016. Most members of Parliament, 91 out of 151, voted for it.
However, in April 2017, the two parties had disagreements about a big business issue. This led to the coalition breaking apart. Prime Minister Plenković removed four ministers who belonged to the Most party.
Later, on June 9, 2017, the HDZ party formed a new coalition with another party called the Croatian People's Party-Liberal Democrats (HNS). This meant some changes to the cabinet, called a reshuffle. The HNS party was given two ministries. Even though only 5 out of 9 HNS members of Parliament agreed to this new partnership, the new cabinet was approved by 78 out of 151 members of Parliament.
After this change, some ministers got new jobs. For example, Lovro Kuščević moved from being Minister of Construction to Minister of Public Administration.
In November 2017, a survey showed that many people in Croatia felt the country was going in the wrong direction. About 74% of people thought this, while 20% thought things were going well. This showed that many people were not happy with the government's policies at that time.

A "vote of confidence" is when the Parliament votes to show if they support the government or not. If the government doesn't get enough support, it might have to resign.
