Carlos Horacio Casamiquela (born June 9, 1948 – died September 12, 2020) was an Argentine expert in farming and a government official. He worked to improve farming methods and help farmers in Argentina. In November 2013, he became the Minister of Agriculture for Argentina. This important job meant he was in charge of all things related to farming and food in the country.
Life and Work
Carlos Casamiquela was born in Viedma, a city in Río Negro Province. He went to the National University of La Plata and finished his studies in 1973. He became an agricultural engineer, which means he was an expert in how to grow crops and raise animals. He also studied how to help local economies grow.
In 1974, Carlos started working at the National Agricultural Technology Institute (INTA). This is a special place in Argentina that helps farmers and develops new farming technologies. He first worked as a specialist in soil, which is the dirt where plants grow.
In 1980, he moved back to his home province. He worked at INTA's research station in the Upper Valley of Río Negro. Here, he studied how much water fruit trees needed to grow well. This area is famous for its orchards, which are farms that grow fruit. From 1984 to 1990, he was in charge of this research station. He also wrote a plan in 1986 to help improve fruit growing in Argentina. He published 15 research papers about his work.
Leading INTA
Carlos Casamiquela became the INTA Regional Director for North Patagonia in 1990. He held this position until 2003. After that, he was appointed Vice President of SENASA. SENASA is a government office that makes sure our food is safe to eat.
In 2009, the Ministry of Agriculture became a very important government department again. The Minister of Agriculture, Julián Domínguez, then chose Carlos Casamiquela to be the President of INTA.
As President of INTA, Carlos helped the organization grow a lot. In 2003, INTA had about 3,500 employees. By 2010, it had grown to 7,200 employees! He made sure INTA focused on helping local farmers and small farms. These small farms employ more than half of all farm workers in Argentina.
One of INTA's big programs was called Prohuerta. This program started in 2005. By 2013, it had helped 630,000 home gardens and 148,000 small farms. It also helped 19,000 rural families in Haiti. Under his leadership, INTA also started teaching intensive farming methods in South Africa. They also got approval for two types of GMO soy and one type of GMO maize (corn) to be imported by China.

In late 2013, the President of Argentina, Cristina Fernández de Kirchner, changed some of her government leaders. The Minister of Agriculture, Norberto Yauhar, left his job. Carlos Casamiquela was chosen to take his place.
Many people who worked in farming were happy about this. Rubén Ferrero, a leader of a big farming group, said that they had known Carlos for a long time. He also said that Carlos understood the problems farmers faced. They hoped he would be able to make the changes needed to help agriculture in Argentina.
Carlos Casamiquela passed away on September 12, 2020. He died from COVID-19 during the COVID-19 pandemic in Argentina.
