Charles Ingoldsby Burroughs-Paulet (born January 27, 1764 – died November 29, 1843) was an important British nobleman and a member of the royal court. He was known as the 13th Marquess of Winchester. From 1794 to 1800, he used the special title of Earl of Wiltshire.

A Young Nobleman's Life

Charles Ingoldsby Paulet was the oldest son of George Paulet. His father also worked for the royal court. Charles went to famous schools like Eton and Clare College, Cambridge.

In 1774, his father became the next in line to inherit some important noble titles and lands. After finishing his studies, Charles joined the army. He was an ensign in the 1st Regiment of Foot Guards from 1784 to 1786.

Charles's Public Service

After his time in the army, Charles became a Member of Parliament (MP). He represented the area of Truro in the House of Commons from 1792 to 1796.

In 1794, his father became the Marquess of Winchester. This meant Charles received the special title of Earl of Wiltshire. In 1796, he went back to military life part-time. He became a Lieutenant-Colonel in the North Hampshire Militia. In 1798, he was made Lord Lieutenant of Hampshire. This was a very important role, representing the King in the county. In 1800, he took over his father's title and became the Marquess of Winchester.

Working for the King

In 1812, Lord Winchester started working closely with the King. He became the Groom of the Stole for George III. This was a high-ranking position in the royal household. He continued in this role for King George IV and King William IV. He served them until William IV died in 1837.

When Queen Victoria became queen, this specific job for the monarch was ended. However, other members of the royal family, like Prince Albert, still had a Groom of the Stole.

In 1839, Lord Winchester added the name Burroughs to his own. He did this after inheriting property from a lady named Sarah Salusbury, whose maiden name was Burroughs. Lord Winchester passed away in 1843. His oldest son, John, then inherited his titles.

Family Life

Lord Winchester married Anne Andrews on July 31, 1800. Anne was the daughter of John Andrews. They had seven children together:

  • John Paulet, 14th Marquess of Winchester (1801–1887)
  • Lord Charles Paulet (1802–1870), who was a religious minister. He married twice. He is an ancestor of the current Marquess of Winchester.
  • Lord George Paulet (1803–1879), who became an admiral in the navy.
  • Lord William Paulet (1804–1893), who became a field marshal in the army. He never married.
  • Lady Annabella (1805–1855), who married Rear-Admiral William Ramsden in 1827.
  • Lord Frederick Paulet (1810–1871), who was a soldier. He also worked for Princess Augusta, Duchess of Cambridge. He never married.
  • Lady Cecilia (1806–1890), who married Sir Charles des Voeux in 1842.
